03/06/09 Greenwich Police Department Will Soon Be Able To Use Encrypted Radios

Reporters with scanners will not be able to hear police, fire and GEMS communicate

Police officials are launching a series of tests on a new digital radio system, hoping to have the upgraded network up and running by the end of the month.

Currently, police, fire and GEMS operate on an outdated analog radio network, but the town has been working to update the system for the past several years, officials said.

Lt. Mark Kordick, who is managing the digital conversion project, said the police department has been outfitted with digital Motorola portable and vehicle radios, which they are planning to test this week in order to train officers and troubleshoot the network......

Greenwich mother Reina Garay says it's reassuring to know that she can help her daughter become more literate in English without speaking the language herself.


A native of Mexico, Garay is still learning English and, like many immigrant parents, has sometimes shied away from giving homework help in her native language out of fear that it could hinder her daughter's reading and writing development.

Thanks to a new literacy program for immigrant parents, the 27-year-old mother is now learning that basic literacy skills often transcend language barriers.....

Thank you for reporting the truth about the Mayor of Stamford and his attempts at covering up a very long history of felonies (not convicted) committed by his 21 year old son, Ben. This kid has been a serious problem for years. Anyone else would have been locked up years ago.

I wonder how the former editor of the Stamford Advocate, Joseph Pisani, sleeps at night. Just once I'd like to see the facts listed in print, and followed up on.

A Greenwich police lieutenant is seeking to clear the record and make it known he is not standing in the way of an officer’s attempt to seek a freeze on promotions within the department.

Lt. Gary Honulik was incorrectly named by sources to media outlets as supporting a motion to intervene in the efforts of Officer Robert Berry to seek a temporary restraining order on promotions within the department until his suit against the town is settled. Officer Berry is one of five former and current Greenwich officers claiming they were discriminated against by the town and denied the chance for promotion because of their military service.

The motion for the restraining order, which names only Officer Berry, could potentially again stop promotions inside the department. Because of a restraining order on promotions as a result of Lt. Honulik’s suit against the town, where he claimed he was unjustly passed over for promotion......

....But the veterans’ suit is a complicating factor, particularly if the temporary restraining order is granted.

Several members of the Greenwich Police Department who could be promoted to one of those open positions have filed a motion to intervene in the case. If granted, that means they would have the right to be heard before the judge before a ruling is made on the restraining order.

Lt. Honulik’s name was initially listed among those involved. However, Lt. Honulik told the Post on Monday he does not have any involvement in efforts to stop Officer Berry, who served in the Iraq War.....

If Robert Berry And The Police Veterans Had Been Killed Overseas, Chief Ridberg And Town Officials Would Probably Have Honored Them With Some Kind Memorial, But Now That They Made It Home Safe And Sound Ridberg Can't Add A Few Chairs To The Test Taking Table.

Robert Barry And The Other Veterans Are Not Asking For A Promotion, They Are Only Asking For A Chance To Take A Test That They Would Have Been Allowed To Take If They Had Not Left Their Families To Protect The Homes And Hearths Of Every Greenwich Resident.

As The Father Of A Son Who Earned A Bronze Star And A Dozen Other Accomedations In Iraq I Am Disgusted With Police Chief David Ridberg And The Other Town Officials.

It Is Time For Greenwich Police Chief David Ridberg To Let These Greenwich Patriots Take Thier Seat At The Test Taking Table And Let The Best Men Be Promoted Based On Merit And Not Politics.

MEMBERS OF THE LOCAL MEDIA -POLITICAL COMPLEX ARE GLORIFIED-SCUM!

I'd like to address the "reader submitted comments" about Dan Malloy yesterday.

As a resident of Stamford for more than 40 years, I have seen very little negative press on any of our, so called, "local politicians." I don't know how long Mr. Pisani was in charge, but I'll bet he made sure that the Malloy kid's names never made it into the police blotter. I've never seen the son's name in the newspaper, but I know he's been arrested and booted out of the Stamford Public School System.

I vaguely recall the incident of one of Dan Malloy's son being linked to a racially motivated crime, though I know this because I heard it on a local radio station. The story said the Mayor's son, with some friends, was "being investigated." Apparently, phone calls were made from a cell phone to a classmate at Stamford High School. The classmate was a female African American honors student, who was afraid to go to school because she was getting threatening phone calls calling her "the N word" and saying she was going to get killed. I remember the girl missed almost three months of school because of this.

I find this type of behavior sickening.

I think the Dan Mallo's and Joe Pisani's of the world are scum bags. Whether it is climbing the political ladder, or reporting one-sided, news, scum is scum.

After 20 years, the town has begun to address the obligation to build affordable housing stemming from its 1989 purchase of the former Cos Cob Power Plant property.

The 24 affordable units Greenwich ultimately promised to build in exchange for the 9-acre property, which it bought from the state for just $1, have never been built, but Town Attorney Wayne Fox said he is reviewing documents related to the sale to see what, if any, obligation still exists......


.....As the commission debated park waterfront access and lighting schemes on Jan. 15, central Greenwich resident Bernadette Settelmeyer presented a letter asking what had become of the town's obligation. She asked that the Planning and Zoning Commission require the town to meet the requirement as part of the application for use of the site.....

Police lieutenant to decide on appeal - Greenwich Time

The police lieutenant who spent five years fighting to overturn a promotion must decide whether to appeal a recent state Supreme Court decision or accept the judgment against him by today, according to officials.

Lt. Gary Honulik lost his claim in a split ruling by the court and has limited options for continuing his case, according to legal experts. The ruling against him, which said he was not unjustly passed over for promotion to captain, was finalized Feb. 24. Honulik has had 10 days to file a motion asking the court to reconsider its decision. He also can file a motion for a stay while he pursues an appeal with the U.S. Supreme Court, officials said.

Quinnipiac University School of Law professor William Dunlap said that the odds are low that Honulik would be successful in pursuing either option......

.....Honulik sued the town in 2004 claiming he should have been promoted since he was the highest scorer on the promotional exam. During litigation, an injunction was placed on the police department, freezing its ability to promote anyone to vacant captains and deputy chief positions.....
