BOARD OF EDUCATION MEETING BRIEF:
MONTHLY MEETING - Thursday, December 17, 2009 at Greenwich High School

Recognition of Retiring Assistant Superintendent, Dr. Susan O. Wallerstein
Dr. Wallerstein was honored for her many years of service with the
Greenwich Public Schools by members of the school and broader Greenwich
communities. Dr. Freund announced that since the District has not yet been
able to identify an individual to assume the position, now entitled
Managing Director of Operations (MDO), Dr. Wallerstein has graciously
agreed to remain for one more month through the end of January 2010. The
search for an MDO will be re-opened.

Facilities Audit Report
Dr. Wallerstein and Anthony Byrne, Director of Facilities, presented the
Board with a report on the recently conducted Facilities Audit. The audit
report is used to update and inform the 15-year capital improvement plan.

Action on the Superintendent's Proposed 2010-11 Budget:
The Board of Education unanimously voted (8-0) to approve the
Superintendent's proposed 2010-11 Budget with the following changes:
- remove $285,000 from the Natural Gas for Heating line (replacing
estimated budget numbers with recently received actual costs)
- add $100,000 to accelerate the SmartBoard Implementation Plan
- add $135,000 for professional learning for approximately 100 teachers in
the International Baccalaureate framework
- remove $38,000 from Hamilton Avenue School budget for the swimming
program
- add $38,000 to the Hamilton Avenue School program for an enhanced
Science program
The approved budget of $131,509,261 is within the guidelines established
by the Board of Estimate and Taxation (BET). The budget is now submitted
to and reviewed by the BET over the next several months. The BET will act
on the Board of Education and other Town Department budgets in March 2010.

07/11/08 Reader Submitted Comments - The BOE Needs To Be More Transparent - They Should either confirm or deny the rumor


Dear Members of the Board, etc.

There is a very solid rumor circulating that under current consideration is moving Hamilton Avenue School students to the Glenville School and moving Glenville School students to the modulars because the construction will not be complete on the new Hamilton Avenue School building.

To remind everyone,

Glenville School has been found to be educationally unsound with poor air quality by TWO Boards of Education and TWO superintendents;

At a meeting of the current Board of Education, this option was removed from the list of options devised by the "facilities" committee that was formed to look into options;

At a meeting of the Board of Education, a member stated that it would be unfair to have Glenville staff move more than once in a given year, yet for the second year in a row, it is again an "option" for Hamilton Avenue Staff.

This Board needs to listen to the community, in total, not just those that will agree with them. There are many parents of Hamilton Avenue students that DO NOT AGREE with this option.

Not only is Glenville School educationally unsound, it has leaked, unchecked, for years, thereby a virtual petri dish for mold. Our children and staff and parents have had to contend with mold for far too long. It is criminal to expect them to do so yet again.

Put more effort into getting our new school completed and Glenville construction started. Do WHATEVER it takes to get this done, but DO NOT put our children in a building that has been deemed educationally unsound.

Parents oppose reusing modular


With a week to go before the Board of Education decides whether the mold-infested Hamilton Avenue School modular building should be remediated and reused, some parents are lobbying educators to reconsider their options.

The modular could be used by Glenville School students this fall while their school begins renovation.

"I just think we're rushing to get it done," Frank Carbino, a Glenville School parent, said of the decision-making process. "We're not doing any justice to the kids."

Carbino belongs to a chorus of parents who are opposed to reusing the modular building, particularly after what Hamilton Avenue's students went through. Students, who had spent three years there without access to a gymnasium or cafeteria, were evacuated from the modular building in March because of mold.

"We've already seen Hamilton Avenue go through this, we need to learn from it," Carbino said, adding that even if the mold is remediated, the site would lack a gym and cafeteria.

The Board of Education is set to decide Thursday whether it will reuse the modular or pursue the other option, which would be to take over the Western Greenwich Civic Center and build a new small modular......

Here Is Today's Suggested Submission To Ripley's Believe It Or Not:

Glenville School parent Paul Curtis, who unlike Carbino would rather send his children back to a remediated Hamilton Avenue School modular than have them separated.

"It's not the best solution but if the building construction people and the Board of Education feel it's an adequate school facility, we would rather stay together than split up." .....

Has Mr. Curtis been drinking a little too much of Betty "You Can Trust Me" Sternberg's Kool Aid?

Here is an interesting question for Mr. Curtis.

Why was it okay For Greenwich School Architect John Brice to stick his hand inside the enclosed parts of the building, and then report to the Greenwich Time that he touched what "appeared" to be part of a vapor barrier?

But it is not Okay, for the Hamilton Avenue's Independent Environmental Expert to stick his hand in the same place and just take an air sample.

If Nancy "This Is Happening On My Watch" Weissler, the chairman of the education board, won't let an Independent Environmental Expert take an air sample in the same place that A Board Of Education Architect handled contaminated material, then how could a parent even consider placing a small child in that environment.

There Was no problem reported at all when John "School Board Paid" Brice, AIA reached inside and manhandled the contaminated construction materials, but if an Independent Environmental Expert want an air sample, then the school board claims that modular classrooms are going to potentially suffer honorific amounts of contamination and cause remediation costs to sky rocket?

The only reason Hamilton Avenue Parents are not allowed to independently test the contaminated modulars is that their are a bunch of high paid failed school administrators who are afraid of loosing their jobs.

Unfortunately, at the Greenwich Board Of Education the wants and needs
of high paid failed school administrators come before the wants and needs of small children.

To the editor,

As a resident, mother and grandmother. I find consideration by the Board of Education and the superintendent of schools of the idea to send their latest set of victims - children and teachers - to the now-condemned modular buildings astounding! ("Firm: Moldy mods can be fixed," Greenwich Time, April 12)

What statement can we expect from the teachers' union?

In that same vein, if the Building Department is asked to issue a certificate of occupancy, is the assurance that "we take away 90 percent of the problem" going to extend all future projects throughout the town that we are "almost" in compliance? I thought "almost" only counted when you played horseshoes!

In the course of investigating and remediating a roof leak at HAS last night, the environmental consultant identified additional areas of concern. Upon further investigation the consultants discovered mold within the walls and ceiling of a portion of the building. More than just 3 Rogue Parents

For the record:

There was a meeting held Wednesday evening for Hamilton Avenue parents who support the demand for their own independent Industrial Hygienist access to the modulars.

36 families were present representing 61 students.
All 36 families contributed to the cost of hiring their own hygienist.

Nancy Weissler had it wrong - it is not just three parents, it is way more than that and the group keeps getting bigger.

Parents' expert to run mold tests

Reversing a decision that earned them much criticism, school officials have agreed to allow a parent-hired expert to run environmental tests on the Hamilton Avenue School modular buildings.

The Board of Education, which has hired its own environmental hygienist, recently told Hamilton Avenue School parents that their own expert would be allowed to run tests in the modular building. But their hygienist will be restricted to certain areas, a condition that does not sit well with some parents....

Leslie "I Am Full Of Crap" Moriarty
Are Continuing To Mishandle And Cover Up The Hamilton Avenue Classroom Contamination Situation.


Leslie Moriarty, a Board of Education member, said that disturbing mold-infested areas, such as in the roof eaves or inside the walls, in order to perform tests could help to spread the mold. Officials don't want the mold spores to spread to other parts of the modular building because they want to leave open the possibility of remediating the situation and reusing the structure.

"The concern is that when you open the wall and disturb the space, it comes into the building," Moriarty said. "An option is to reuse the building and so we don't want to make that job more difficult."

But parents, such as DiBella, said that the whole point of the resetting was to confirm that the earlier tests done by the school-hired hygienist were accurate and that the mold infestation presents no health hazards.

04/01/08 - Greenwich Gossip: Now if only the Board of Education could learn a lesson or two from the Whitby board....

Says

Bye, Bye, Michele

Recently the board of directors of the Whitby School terminated the contract of headmistress Michele Monson, which still had four years left to run. No reason given.

But then again, in your scribe's humble opinion, none needed. While your scribe has never met Michele, he can attest from first-hand experience that she is a very unpleasant person. Some years ago, soon after his local history of the Town was published, he made the rounds of the local schools. Mike Batcheller at Greenwich High School loved it, and immediately ordered 40 copies from the publisher. Every elementary school, every middle school, and virtually all the private schools decided it was a "must-have". Your scribe was always happy to inscribe them personally: "For the students of Cos Cob School, with best wishes, etc." What fun!

Until, of course, he came to Whitby School. As always, your scribe started at the top, since many heads of school followed the lead of Patsy Howard at Greenwich Academy and requested a copy for their office. "Is Ms. Monson in?" he enquired of her secretary. "Doctor Monson is on the telephone," she replied. Oops. It appeared we had a pedant on our hands.

The minutes passed. A half-hour passed. Close to an hour had passed when a burly man came up to your scribe and invited him to leave. Doctor Monson was not available, and would not be available at any time in the future. The burly man walked your scribe to his car and watched him drive off.

As he headed down Lake Avenue towards the center of Town, your scribe focused on the beauty of the autumn trees, and by the time he got home had almost forgotten that the unspeakable (and unspeakable-to) Ms. Monson existed. Almost.

But not quite. An hour or so later, his doorbell rang, and there stood two of Greenwich's finest in full uniform. They had a succinct message for him: Doctor Monson had filed a complaint that he had been trespassing at Whitby School, and he was never to show his face there again. Message delivered, the cops got into their cruiser and drove off into the sunset.

Well, dear reader, at this point your scribe was obviously not very likely to forget dear old Michele's existence. Rudeness was one thing; police action was quite another. Clearly the woman had some major issues and was in dire need of therapy. If she didn't get professional help soon, she would probably self-destruct, reasoned your scribe; and with that he consigned her to stewing in the juices of her own bad karma.

Well, obviously she never got the help she so desperately needed. After throwing her weight around and terrorizing the faculty, over 100 of whom left during her seven-year tenure, not to mention spending thousands of Whitby's dollars on frivolities like $500 hair jobs at Warren-Tricomi and $2,400 worth of baubles at Tiffany's, she has finally been shown the door just as unceremoniously as her burly minion showed it to your scribe. Who says that karma doesn't work? Not your faithful reporter, for sure.

Moreover, the Attorney General of the State of Connecticut has now opened an investigation into her free-wheeling use of school monies since June 2006, involving 14 transactions totalling more than $15,000. While the Whitby board claims this played no role in their decision to fire her, it certainly doesn't help matters from her perspective. Once karma gets up on its hind legs and starts moving, it's pretty much unstoppable.

Perhaps Michele should have taken a few minutes to read Whitby's mission statement: "Our approach to education is based on wisdom, respect and spirit: a deep, abiding respect for each individual...." Well, it would appear to your scribe that despite her vaunted doctorate, Michele can act like a pretty dumb bunny at times; nor does the widespread faculty unrest and low morale speak very well for her deep and abiding respect for individuals; on the other hand, one has to give her credit for lots of spirit in her creative uses of Whitby credit cards. It will be interesting to see what AG Richard Blumenthal's probe comes up with over the course of the next couple of months.

And so, gentle reader, let us be glad that karma obtains, as always, and that the nasties get what's coming to them sooner if not later. Congratulations to the Whitby board of directors for making it sooner in Michele's case, and not four years later. Buy out her contract and say good riddance - that's the kind of direct action we need to see more of in this town.

(Now if only the Board of Education could learn a lesson or two from the Whitby board....)
