Subject: Greenwich Secret Meeting--Soil Remediation

On February 26, 2013 the MISA Building Committee convened a massive “secret meeting” to discuss PCB soil remediation at Greenwich High School.
Attending were 4 members of MISA-BC; 3 Selectmen; 7 Members of BOE; 12 Members of BET; 1 MISA-BC Outside Counsel; The Greenwich Town Attorney; 2 Members of DPW including The Director; The Grounds Director for GPS; 2 MISA Project Directors; 1 RTM Member; 2 MISA Contractors; The Greenwich Town Administrator; The Director of Parks and Recreation; and The Greenwich Managing Director of Operations.
The press and public were excluded.
At the meeting, the participants agreed to tell the press and public US-EPA had given approval for TOG to commence soil remediation at GHS:
“Obtained EPA Agreement to allow project to proceed
in accordance with the remediation plan described by the EPA.”

Quarterly Report for the Quarter Ending March 31, 2013
I ask the Commission to order all notes, site plans, computer files, records, email, contracts, and correspondence, in the custody of every participant at this meeting, be placed in the public record, and on The Town of Greenwich website, accessible to all members of the public; a civil penalty of $1000 be imposed on each secret meeting participant; and every MISA Soil Remediation action, taken at every subsequent public meeting, be declared “Null & Void”.
With reference to this secret meeting, The Greenwich Town Attorney recently stated:
“We do not have EPA approval as of this day.”
