Thank you for your time in the office and your willingness to consider
detailed analysis of the build-out potential of the R-6 Zone.

I will provide further discussion shortly about drainage issues, but
it is my contention that the Drainage Manual addendum No 3, in effect
since Oct 2008, as well as the proposed update to the drainage manual,
will render build-out potential in the R-6 zone virtually impossible
under "special permit" review procedures.

Therefore, it is my position with the following analysis, that the
Town will sacrifice an "as-of-right" potential for 334 units of
housing, mostly in the affordable R-6 zone.

This should be considered before the "two-family" right in R-6 is
eliminated by rule change.

04/10/10 Westchester Resident Richard Fuscone, Who Used To Work At Merrill Lynch Is Leaving Greenwich Merchants Holding The Bag

Wednesday, Richard Fuscone, a former top Wall Street executive, declared personal bankruptcy, forestalling a foreclosure auction that had been scheduled this week on his 14-acre Westchester mansion.

Mr. Fuscone, Merrill Lynch’s one-time head of Latin America, put his mansion up for sale in November, asking $13.9 million. But he couldn’t find a buyer.

The court had scheduled a foreclosure auction for Thursday for the 18,471-square-foot mansion—with two swimming pools, two elevators, six fireplaces, 11 bathrooms and a seven-car garage. The personal bankruptcy filed in U.S. Bankruptcy Court Wednesday temporarily freezes the foreclosure process.

In his bankruptcy filing, Mr. Fuscone provided a list of his debts, including ones to the Greenwich Country Day School, American Express, Mercedes-Benz, a local hardware store, a pet store, and Richards of Greenwich, a fine-clothing store.

“My background is in the financial-services industry and I have been personally devastated by the financial crisis which came to a head in March 2008,” Mr. Fuscone said in his bankruptcy declaration. “I have been sued by Patriot National Bank” as part of a foreclosure action. “I currently have no income for the 30-day period” following his bankruptcy petition.

C.W. Kelsey, owner of Greenwich Hardware, was among the local merchants owed money by Mr. Fuscone, though he wouldn’t say how much.

Traditionally, the majority of Greenwich Harware's credit problems were contractors, Now there are people you’d never expect two or three years ago to have problems, who live in multimillion dollar homes.

The rich and famous of Greenwich and New York now have something in common with hundreds of thousands of middle and lower-class Americans: The bank is about to take their homes.

Houses with loans of $5 million or more will likely see a sharp rise in foreclosures this year according to Greenwich Real Estate proffessionals.

Greenwich banking executives say the super-wealthy are among the last to lose their homes in a mortgage crisis because they usually have high savings, better access to credit and other means for staving off foreclosure.

Many of Greenwich's wealthy work in financial services and other industries hit especially hard by the crisis, and have seen their wealth shrink in the market crash.

"We're starting to see some risk-taking," said Henley Smith, chief investment officer of Greenwich-based Commonwealth Asset Management, who lectured on making investment decisions while interest rates are low to the half-day symposium at the Fairfield Museum and History Center.....
.....But he also named investments he would consider in this environment -- and some he said should be avoided. He said people should consider U.S. Treasuries, but gold makes him nervous, partly because there are so many people pushing it.

Smith told an anecdote about Joe Kennedy's decision to sell stocks after a shoeshine kid gave him a stock tip. Put another way, he said, it's a good idea to get away from a pack of lemmings, they're only headed for a fall......
.....Setting clear goals and strategies is part of how a municipality can invest wisely, according to another event speaker, Guy LeBas, chief fixed-income strategist for Janney Montgomery Scott in Fairfield, which organized the symposium.

LeBas said investors should act more like the "smart money" in the market, hedging risk like the big banks and insurance companies......

04/10/10 Superintendent of Schools Sidney Freund said the district allocates resources to different groups of students based on the level of need

Superintendent of Schools Dr. Sidney Freund: "It's not either/or when it comes to providing for kids with special needs. We are not taking anything away from anyone else. We are trying to address the needs of every child."



The school district has done plenty to help students learning English as a second language, but not enough to address the needs of some native English speakers struggling to learn in their first language, a school board member said Friday.

Board of Education member Marianna Ponns Cohen believes the district is allocating heavy resources to English Language Learners at the expense of being able to develop other programs that serve English-speaking students with different learning challenges.

ELL students currently receive a variety of special services including tutoring, home visits and Saturday classes. The schools chief also plans to create a part-time "parent liaison" position to facilitate communication between the district and families that do not speak English as a first language.....

......Public school parent Paige Davis believes the district ELL program has done a better job than its special education counterpart at identifying students' needs, coming up with plans to address them, and measuring their progress.

"The ELL program seems very focused," said Davis, who attended the work session. "There seems to be more strategic planning.".....

The Greenwich Police Department will automatically issue an internal report on the incident, because a taser was deployed and discharged


A drug bust set up by the Police Department's narcotics unit turned violent Thursday when officers were forced to use a stun gun on a New York man wanted for allegedly selling crack cocaine in town, according to police.

Two officers were injured as they attempted to subdue the man and take him into custody, police said.

The confrontation occurred at 5 p.m. Thursday in the area of 107 Mill St. after police learned Ralph Jones, 28, of 111 Midland Ave., Port Chester, N.Y., was walking through Byram.....

.....After being discharged from Greenwich Hospital, Jones was processed at police headquarters and held overnight on a $250,000 bond. Police said Jones was scheduled to be arraigned in state Superior Court in Stamford Friday. As of Friday morning, Jones did not have a lawyer.

Jones has no prior convictions in Connecticut, according to court records......
