Bridgeport Mayor Bill Finch says he is asking resident to cooperate to maintain order and keep residents safe.
The power was cut to Bridgeport's downtown and East Side areas shortly before noon Sunday because of flooding concerns at two substations. It is unclear how long the outage will last.
Low-lying areas throughout the city are experiencing flooding due to the combination of the storm surge from Tropical Storm Irene and an unusually high tide.
Two city shelters are housing 700 people. Officials are clearing downed trees from intersections and setting up portable stop signs at major intersections where traffic signals lost power.
