06/8/09 A Balanced Budget Needed Now

To The Editor.

A balanced budget offered by House Republicans on the final day of the legislative session was rejected by the Democrats by the use of an arcane parliamentary procedure. The House Republican budget would restore some proposed cuts and preserve all aid to cities and towns -- without raising taxes.

Municipalities throughout Connecticut continue in fiscal limbo, waiting for a budget that will allow them to know how much state aid to expect over the next two fiscal years. The governor and the Republicans asked the Democratic majority to pass a resolution in early May saying all municipalities would at least be flat-funded so they could adopt their own budgets. That was rejected.

Republicans presented their first budget for the next biennium on April 16. The supermajority party used a procedure that disallowed debate on the proposal. Ironically, after several weeks of saying the governor had done nothing to propose a budget reflecting the latest deficit forecasts, the Democratic supermajority voted down its own budget proposal that would raise taxes by $3.3 billion.

Under the Republican budget, no parks would be closed and towns would not be forced to pay more for their resident state troopers. No additional courthouses would be shut and modified grants for tourism and culture would remain.

Features in the Republican budget include:

$350 million of lottery earnings securitized, no Keno gambling.

Transitioning state employee health care from fully insured to self-insured.

Using $28 million in federal stimulus to fund special education.

The modified biennial budget would show a $37 million surplus in each of the two years.

As the state continues without a budget, the deficit increases. The state has done nothing to make systemic cuts in services, employees or departments at a time when tax revenue is decreasing, and if the state does not have a new budget by July 1, it will be forced to fund itself month by month, through temporary budget resolutions. Otherwise, the state runs out of money.

We need leadership during this fiscal crisis. We need to do the people's business today, which means adopting a fiscally sound budget.

Mom charged with leaving tot in car

A Riverside woman was arrested Monday and charged with leaving her 4-week-old baby in a hot car while running an errand at a bank on Greenwich Avenue, police said.

Gina Barrit, of Old Kings Highway, was charged with leaving a child unattended in a vehicle after police, firefighters and Greenwich Emergency Medical Services personnel arrived at about 3 p.m. to find the baby crying inside the locked car. The baby was unharmed.

Lt. Mark Kordick said the front windows of the Lexus were closed and the back windows were only cracked an inch......

....The incident prompted a crowd of onlookers to gather as an ambulance arrived to check the baby's vital signs. As police investigated, Kordick could be heard telling the officers "we're going to lock her up."

Police opted to allow the woman to walk her baby down the block to the station where she was later booked on the misdemeanor charge.

Barrit had not been released as of 6 p.m. Monday because police had not finished processing her, they said.

to Read Rallies for Reading

The Greenwich Chapter of Room
to Read is presenting “Rally for Reading”, the first in a series
of authors’ breakfasts on June 16^th at Greenwich Country
Day School.

Patricia McCormick, who wrote Sold, is the first
author to be featured. McCormick spent a month in India and Nepal tracing
the steps of a girl from a poor isolated village in the foothills of
the Himalayas to the red-light district of Calcutta. Sold was
a National Book Award finalist and earned the Quill Award and Booklist
Editor’s Choice Award. The breakfast will start at 8:30am and tickets
are $25 each. To purchase tickets or for more information please contact

the door.

Room to Read, a non-profit
organization based in San Francisco builds schools, libraries, and computer
labs, funds girls’ scholarships and publishes local language children’s
books in developing countries. The organization has built 765 schools,
7,040 libraries, published 327 original local language children’s
books, and funded more than 6,817 long-term girls’ scholarships in
developing countries such as Laos, Cambodia, Vietnam, Sri Lanka, Nepal,
India, Bangladesh, Zambia and South Africa.

THE bitter divorce between supermodel Stephanie Seymour, 39, and her 62-year-old polo-playing husband, Peter Brant, has become a real-life "War of the Roses."

Police were called twice to the couple's estate in Greenwich, Conn., Thursday night after Seymour was allegedly shoved into a door by one of Brant's bodyguards, the Greenwich Time reported.

"This is not the first time we've been out there," said Lt. Richard Cochran.

Several patrol cars arrived at the estate after Seymour's assistant called 911 at around 6 p.m. and said she heard "banging and screaming." The guard, Joseph Babnik, tried to block Seymour, 39, who is living in the guest house, from entering the main house, police said Friday.

Babnik told police he did not touch Seymour, and fell into the door while attempting to block her from entering. But Babnik was charged with disorderly conduct.

Several hours later, police were called to the house again after a verbal altercation between Seymour and another security guard.

Police were called last month after the windshield of a car on the property was smashed with a baseball bat, The Stamford Advocate reports.

Seymour's lawyer, Mark Sherman, told The Advocate: "The situation has escalated to a point where Ms. Seymour is gravely concerned for her and her children's safety." Seymour and Brant have three kids, ages 4, 12 and 15.

"The scare and surveillance tactics going on here are dangerous and flagrantly criminal," the attorney added. "What's next? Bodyguards for his bodyguards?"

"Peter Brant was 3,000 miles away in Europe at the time of this incident," said his spokesman, Howard Rubenstein. "He knew nothing about it and was not involved in anyway."
