Richard C. Breeden, who has lived in Greenwich, turns 65 on Saturday. The corporate executive and attorney was born Dec. 6, 1949, in Levittown, N.Y. Breeden began his career practicing corporate and securities law in New York City and later he held a series of government posts during the administrations of Presidents Ronald Reagan, George H. W. Bush and Bill Clinton, including as assistant to the president for issue analysis under Bush.
