Crain's New York Business, NY

The battle for what is arguably the third most powerful seat in American finance—after that of the Treasury Secretary and Federal Reserve Board chairman—is nearing the finish line.

The contest to succeed Timothy Geithner as president of the New York Federal Reserve Bank took a surprise turn over the weekend when Kevin Warsh, a current Fed governor widely seen as the frontrunner for the job, withdrew from the running unexpectedly. Details of the recusal of Mr. Warsh, who is married to Jane Lauder—daughter of cosmetics titan and Republican campaign donor Ronald Lauder—were not immediately available.

With Mr. Warsh out of the picture speculation is focusing on William Dudley, former chief economist for Goldman Sachs and protégé of former Goldman chairman and Treasury Secretary Robert Rubin. Mr. Dudley is currently head of the markets desk of the New York Fed.

With control of assets of more than $1.2 trillion, the head of the New York Fed is the only regional president with a permanent seat on the interest-rate-setting Federal Open Markets Committee . Since August, outgoing New York Fed President Geithner has been working night and day with Fed Chairman Ben Bernanke and Treasury Secretary Henry Paulson on the various bailout programs and the Troubled Asset Relief Program, among other things......

....The New York Fed’s board members include the chief executive officers of J.P. Morgan Chase & Co., Banco Popular de Puerto Rico and the Adirondack Trust Co.; the chairmen and CEOs of General Electric and PepsiCo.; the presidents of Columbia University and the New York State AFL-CIO, and the chairman of Greenwich, Conn.-based private equity firm Stone Point Capital. All were reportedly interviewing candidates as late as last weekend, in an attempt to present their final selection to Washington by Tuesday.....

HARTFORD, Conn. — Consultants studying the possibility of reinstating tolls on some Connecticut highways are warning that officials could face a tough battle from the public.

The state Transportation Strategy Board is reviewing a report by Cambridge Systematics, a Massachusetts consultant expected to unveil the results of its $1 million analysis next month......

Lile Gibbons, R-Greenwich, another member of the transportation committee, said she supports electronic tolls to raise money to maintain heavily traveled highways.

"The technology of the EZ-Pass system is so advanced that there is no resemblance to the toll booths of yesterday," Gibbons said.

"We have too many people who use Connecticut as a pass-through to get from the southern part of the country into New England, who add to the wear and tear of our highways and contribute nothing to the upkeep," Gibbons said.
