To The Greenwich Community:

As part of the BET’s annual budget review process, the Superintendent, Board of Education Chairman, and the BET Budget Committee met on Thursday for an in-depth, five-hour discussion of the schools’ 2010-11 Budget request. The Greenwich Time chose to focus a front page article with a sensational headline on a two-minute exchange that took place at the Thursday meeting and thus missed the essence of the conversation onresource allocation and accountability.

I was asked to comment on the comparison of our buildings to those in other districts with which I am familiar. My frank response was that overall our buildings are not as well maintained or up to date as those in some other districts. I stated that while much is provided for in the way of technology, furniture and supplies, the physical buildings are not what I would have expected in a community such as Greenwich. While I acknowledged the success and importance of tax rate stabilization, I questioned whether the current practicesfor funding were serving the schools’ needs. Had the discussion continued I would have applauded the Town’sspending of over $60 million on two new schools, Glenville and Hamilton Avenue, and the millions of dollars spent for repairs and maintenance over the last several years.

The BET, RTM and the First Selectmen have to make tough financial decisions. Allocating resources requires planning and priorities. My perspective by the nature of my responsibilities is focused on the schools. I will always strongly advocate for our children. As I frequently state to the Board of Education, “I propose, but you dispose.” So, it is at the Town level too. I meant no criticism, despite the paper’s headlines, and I look forwardto my continued cooperative working relationship with everyone in our great Town.

Freund gives town low marks on schools upkeep

Greenwich hasn't been taking good enough care of its schools -- and the long-standing reluctance in town to add to the tax burden is partly to blame.


That was the message first-term schools chief Sidney Freund had for finance board members Thursday when asked to speak candidly about the condition of schools.


"(The schools) are not in nearly the condition that I would have expected from Greenwich," Freund told the members of the Board of Estimate and Taxation's Budget Committee during a review of the school board's capital budget at Town Hall. His remarks came in response to a question by long-time BET member Larry Simon.


"I don't think you've done a good job improving and maintaining your facilities (based) on what I've seen in other districts a lot less affluent," added Freund who took over just over seven months ago.


Town schools have languished, inside and out, with aging furniture, building spaces and other facilities in need of repair or replacement, the superintendent said. ....

....One official defended the funding philosophy, saying it's helped sustain the town's financial health.


"Overall, the town is the single most successful community in this country, financially," said BET budget committee member Michael Mason.


"I'm not saying it's not," Freund replied. "We're talking frankly. You asked me your question, I gave you my honest answer."....

...."we have grossly underinvested in our schools and our capital projects overall," Simon added. "If (Freund) thinks it's bad today, he should have been here eight years ago."....

The two frontrunners for their parties' nominations in the Connecticut governor race -- Democrat Ned Lamont and Republican Thomas Foley -- are in a statistical dead-heat...

A Quinnipiac University poll in mid-January, had Lamont leading the Democratic pack with 27 percent, compared to 11 percent for Malloy and the rest of the field drawing 4 percent or less each. Foley was leading Fedele 17 percent to 8 percent with three others at 6 percent or less. Each side had a large number of undecideds.

Tom Foley is OK with the minimum wage. Just don't ask him to endorse paid sick days, health mandates, tax increases or other policies that he says hobble the Connecticut economy.

In a far-ranging interview, Foley discussed gay marriage, abortion, gun control and the death penalty, but the early front-runner for the Republican gubernatorial nomination said every issue pales next to the state's weak finances and a high-cost business environment he blames on the Democratic legislature.

“Dan Debicella has common-sense solutions to help Fairfield County families”

Connecticut House Republican Leader Larry Cafero today endorsed State Senator Dan Debicella for Congress in Connecticut’s Fourth Congressional District.

“Dan Debicella has common-sense solutions to help Fairfield County families,” said Cafero. “I have worked closely with him in Hartford on proposals to create jobs and shrink the size of government, and I am confident he will help get Washington moving in the right direction again.”

“Dan is someone who understands that government needs to be just like our families. We all have the conversations around our kitchen table about what our families need to do—live within our means and borrow only what we can pay back.” said Cafero. “We need to get these values back to Washington, and Dan is the person to do it, because he has been fighting for them in Hartford.”

Debicella is a second-term Republican State Senator representing the eastern part of Fairfield County, including Shelton, Stratford, Monroe, and Seymour. He grew up in Bridgeport where his father was a police officer and his mother was a secretary. He was the first in his family to go to college full time, attending the Wharton School and receiving his MBA from Harvard Business School. He has spent most of his career in business, having worked for management consulting firm McKinsey in Stamford, as Director of Strategy at PepsiCo in Purchase, NY, and currently as Assistant Vice President of Marketing at The Hartford Financial Services.

In the State Senate, Debicella has served as the lead Republican on the budget-writing Appropriations Committee. He worked with Cafero and other Republicans to create a budget proposal that shrank the size of Connecticut government by 5% through combining or eliminating agencies, privatizing social services, and resetting program spending to 2007 levels. Cafero and Debicella also led the fight against the budget that ultimately passed, which raised taxes by $1 billion and borrowed $1 billion to balance the budget.

“In just three years in the State Senate, Dan has helped us develop specific ideas for reducing spending and making government more efficient,” said Cafero. “His business background combined with a common sense approach to government has given him the ideas on the economy and healthcare we need in Washington today.”

Debicella’s economic proposals have included repealing the unspent stimulus money in favor of a temporary cut in the payroll tax that small businesses and middle class families pay, and creating a federal spending cap to rein in the nation’s $1.4 trillion deficit. “We need to stop growing government, and start helping the small businesses that will lead us out of this recession,” said Debicella. Debicella added that most families have not received anything directly from the federal stimulus package, while his tax cut would give $1,500 directly to middle class families and reduce the deficit. He has also proposed a federal spending cap, to eliminate the deficit by forcing politicians to lower spending and prioritize programs.

On healthcare, Debicella said that he was opposed to the public option that Jim Himes has championed. “We do not need a government take-over of healthcare insurance and increased costs for the 94% of us with insurance to cover the other 6%,” said Debicella. “Instead, we need to lower healthcare costs to help both middle-class and cover more of the uninsured. Bipartisan ideas like interstate competition of private insurers, medical malpractice reform, electronic medical records, preventative medicine, and no-frills insurance will all do more to help the middle class than the so-called public option.”

“Larry Cafero has been a tremendous mentor and friend,” said Senator Debicella. “His leadership in Hartford has been a voice of common-sense against those who believe more government is the answer to everything. Connecticut is fortunate to have such a talented leader, and I am thrilled to have him on my team.”

Cafero joins fifty other Republicans who have already endorsed Debicella’s candidacy for Congress. Endorsements have included other state legislators, First Selectmen, and Republican officials from every town in the congressional district.

The Fourth Congressional District comprises most of Fairfield County, including seventeen towns from Greenwich in the west, to Shelton in the east, and Ridgefield in the north. The seat was held by Congressman Christopher Shays from 1987-2009.

02/12/09 The Himes Times: Our Environment

Friends,

While we have all been intensely focused on jobs, health care reform and financial regulatory reform, I have also worked hard in the last year to try to restore the American bipartisan tradition of responsible stewardship of the environment. I'm happy to tell you that I just received a perfect 100% rating from Environment Connecticut in its 2009 environmental scorecard.

Environment Connecticut Program Director Christopher Phelps had this to say: "We applaud Congressman Himes for standing up and putting the environment ahead of special interests in 2009. From investing in clean energy to protecting America's wilderness areas and making smart infrastructure a priority for federal investment, he has consistently put the environment first."

The Palin-Beck-Limbaugh continuum will undoubtedly have some fun with that, but I think it's pretty serious stuff. Investing in clean American energy is about as important a national security priority as we have. Instead of exporting petro-dollars to Saudi Arabia and energy innovation jobs to Shanghai, I'd love to keep those things right here at home.

My favorite Republican, Teddy Roosevelt, knew that deep in each of us is a protective instinct for the vast wild places that form--in ways large or small--our American souls. He also knew that we have an obligation to preserve those places for our kids and theirs.

KY Governor Steve Beshear Honors R.A.M.P. with a Proclamation! KY Proclamation
R.A.M.P. is so HONORED! We just received news that the office of Governor Steve Beshear of Kentucky, will be presenting R.A.M.P. founder Amy Guerrieri with a Kentucky state Proclamation saluting R.A.M.P.'s work in eastern Kentucky!

A special ceremony with the Governor's Chief of Staff Adam Edelen will be held Friday, February 19, at Inez School, one of the schools R.A.M.P. works with on a regular basis. Present at the ceremony will be Amy Guerrieri, her husband Rob, their four children, and the families and children that R.A.M.P. has been helping this past year.

Congratulations to Amy for all of her hard work! R.A.M.P. is very honored to be recognized in this special way.
Backpack Snacks & Food Pantry
RAMP Food PantryR.A.M.P.'s 5th trip to Kentucky, which will take place the week of February 15, will focus on two (2) important efforts:

Backpack Snacks - the schools in Martin County, Kentucky often try to send "Backpack Snacks" home with children in need on Fridays so they have food during the weekend to eat. With the recent snow and ice storms, and school canceled for more than a week, this need is even greater. Please consider donating funds to help fill backpacks with a healthy snack so the children may eat on weekends.

Food Pantry - R.A.M.P. has dedicated itself to helping the Homecoming Church, located up in a "hollow," with keeping the pantry filled with healthy food options. The food pantry currently serves 150+ families that live in the remote hills and cannot afford to purchase food on a regular basis. The food pantry will cost approximately $25,000 to keep filled for an entire year. This includes funding a monthly HEALTHY dinner for all of the families that need the food pantry.
