Cell-phones operate as two-way communicators. When the tower distance increases, the user's hand-set steps up its radiated power from 0.6 watts to as much as three watts.


Therefore, if there are health concerns (and this would be illegal for the siting council to consider under the 1996 federal law), they would be best addressed by keeping student phones at minimum power. In terms of signal strength bars on your cell phone, this would mean something in the low-to-middle range.


Extending the tower distance simply has the effect of powering up every student's personal cell phone to maximum radiated power. There are over 3 billion cell phones in use. The majority of local students carry and use them throughout the day.

The Town of Greenwich, the School Board and the private schools all have FCC broadcast licences for the UHF band. A local spectrum test was performed last week. Here's what the local licencees produce for radio waves:
