Delay in bond package cost the state $2M

The months-long debate among state lawmakers and the governor over a two-year borrowing package ate up more than newspaper columns and airtime on radio and television newscasts.
It cost taxpayers about $2 million.

Stamford, Norwalk, Greenwich and other municipalities welcomed the bond package passed Tuesday. But the lack of a bond package has interrupted the flow of state grants for school construction since summer.

The fiscal year began July 1, but it was late September before the General Assembly's Democratic majority passed a $4.6 billion borrowing plan. Republican Gov. M. Jodi Rell vetoed it in early October, saying it was too expensive.

To make amends for the long delay, the General Assembly and Rell estimated how much municipalities lost in interest payments and pledged to provide compensation. The result was adding $2 million to the final package.

Some towns were forced to seek 'expensive short-term loans' to keep projects moving forward while the bond bill was in limbo, Rell said.

Others, such as Norwalk and Greenwich, covered the costs in their budgets but lost interest that would have accrued.

'The Connecticut Conference of Municipalities were really the ones who brought this to light,' said its spokesman, Kevin Maloney. 'The money had been promised to towns, and they budgeted on that basis.'

State budget director Robert Genuario of Norwalk said municipalities seeking the interest reimbursement must file an application with the state Department of Education for verification.

According to Norwalk's Finance Department, the city lost $18,000 in interest income based on the more than $3 million it spent to make up for the late school construction payments.

Greenwich's comptroller estimated his town is owed $6,500 in addition to the $754,000 it is due for school projects.

In Stamford, $5.4 million in school construction grants were delayed. The amount of lost interest was not immediately available.

Genuario acknowledged it was a rare step for the state to take, but he said he thinks it's fair. It is possible the figure will be less than $2 million, he said.

The legislature ultimately cut $400 million from the $4.6 billion bond package Rell vetoed.

The $2 million could have covered small reductions in municipal funding requests statewide, including the following projects: * Flood control in Norwalk: The original bond package borrowed $3.2 million, which was reduced to $3 million.

With preparations already under way for the next town-wide property revaluation, the town's assessor does not expect that real estate values in Greenwich will suffer because of the subprime mortgage crisis.

Most new home buyers in town put down at least 20 percent of a property's sale price, said Ted Gwartney, the town's assessor.

'They don't go for the subprime mortgages, so I think Greenwich will not be faced with same situation as communities that have encouraged subprime mortgages may be facing.' Gwartney said. Most subprime loans are for borrowers with a troubled credit history.

Other communities could see a downward trend in real estate values because homeowners struggling to make payments on high-interest subprime mortgages could be forced to sell their properties for less than they bought them, Gwartney said.

With the help of an outside consultant, the assessor's office is doing a preliminary market analysis for the 2009 revaluation, the first in four years.

The total assessed value of Greenwich property soared from $20.4 billion to $33 billion in the five years leading up to the 2005 revaluation, with commercial assessments increasing by an average of 113 percent and residential by an average of 61 percent. Assessments equal 70 percent of a property's fair market value. Homeowners currently pay $7.76 for every $1,000 in assessed property.

Carolyn Anderson, who is president of the Greenwich Association of Realtors and owner of Anderson Associates, agreed that the town is likely insulated from the fallout over failed subprime mortgages.

'I think that is probably not going to be a worry here, I'm happy to say, in Greenwich,' Anderson said.

The town's next revaluation will be based on a statistical analysis of real estate values and inspections of properties that have not been appraised in a while.

'We think that we have a fairly good database on most homes in town, but we're always trying to improve it,' Gwartney said.

After about ten minutes in which multiple sashes and cords were fastened, Lily Marone of Greenwich had completed the elaborate process of donning a traditional Japanese kimono.

'Putting on the ties was the hardest part,' the eight-year old said.

By custom in Japan, a mother teaches her daughter how to don a kimono, which is traditionally worn on New Year's Day and to visit shrines on holidays, said Yoko Takagahara, a mother of a Japanese School of Greenwich student who helped Lily.

'Fewer people in Japan wear them now,' Takagahara said.

Parents and students at the Greenwich Japanese School gave curious residents from town and elsewhere a chance to sample Japanese traditions at the school's 2007 Culture Festival at its Lake Avenue campus.

The school teaches students the national Japanese curriculum for children of Japanese families living in the tri-state area, and has about 180 students from first through ninth grade. It is overseen by Japan's Ministry of Education.

Visitors watched men demonstrate their skill in the martial arts karate and kendo, the sacred Zen ritual of the Japanese tea ceremony, and children learned to play Bun Bun Goma, a game which is played with cardboard tops made by children.

The festival teaches students to share Japanese culture with others, Eiji Nishimura, president of the school's Parent Teacher's Association, a goal which is not a natural part of the nation's character.

'Japanese culture is fairly passive about opening up and interacting with other communities but the event is a chance to learn to be as open as possible,' Nishimura said.

Nishimura explained that the Japanese tea ceremony, karate, and kendo, the Japanese version of fencing, all embody the cultural tenet of 'kata' or form which is important in Japanese life.

The ritualized preparation and serving of guests at a tea ceremony is geared to emphasizing Zen buddhist principles, Nishimura said, providing participants a chance to reflect and become more spiritually aware.......

10/28/07 - Land use priorities vary among candidates

Three of the four Board of Selectmen candidates believe Greenwich Point, Greenwich High School and Greenwich Library are among the town's best assets while all four see traffic-clogged streets as among the worst.

Though they share some similar perceptions of the town, the candidates differ on what they believe should be the town's top priority for the next 10 years when it comes to land use planning.

Republican Selectman Peter Crumbine believes the central business district should be the top priority while Peter Tesei, Republican candidate for first selectman, believes community facilities, such as schools, parks and civic centers, should top the list.

Democratic selectman candidate Lin Lavery, on the other hand, believes natural resources are the most important while Frank Farricker, Democratic candidate for first selectman, has community character as his top priority.

As consultants ask residents for input on Greenwich's new 10-year Plan of Conservation and Development, Greenwich Time asked the four candidates to weigh in on the issues. The Board of Selectmen would be key in helping to carry out the plan.

Participating in a similar exercise the consultants, Avon-based Planimetrics, employs during neighborhood meetings, the four candidates were asked to respond to three questions. First, they were asked to name up to five places they would be most proud to show off to out-of-towners. Then, they were asked to name up to five places they would avoid. Finally, from a list of a dozen topics, candidates were asked to rank one as their top priority, two as second-highest and two others as third-highest.

Crumbine said the central business district is a top priority because it makes both land-use and economic sense. Advocates, such as his wife, Bea, have pledged to privately raise the $25 million needed to turn the historic Havemeyer Building, now home to the Board of Education, into the new Greenwich Center for Arts.

11/02/07 Greenwich Citizen is the Second Town Paper to Endorse Peter Tesei

Greenwich Citizen became the second town paper to endorse Peter Tesei for First Selectman. Citing Tesei's years of service in the Representative Town Meeting (RTM), the Board of Estimate and Taxation (BET), and in the financial arena, the paper stated that his skills will "help to keep Greenwich on an even fiscal keel." It pointed out that "under his leadership as BET chairman, the Town has the lowest property tax rate in Connecticut, with modest annual increases in the 3.4 percent range."

The paper also took notice of Tesei's "cool head" and "ability to build consensus" - attributes that it believes are of "inestimable value leading a municipal government." In contrast, Tesei's opponent, Frank Farricker, was described as "strident on occasion" and "a bit too argumentative".

The paper said it believes Farricker has "overstated some of the problems facing the Town."

10/26/07 - Greenwich Time Endorses Tesei and Crumbine

Greenwich Time placed its support behind Peter Tesei and Peter Crumbine declaring that “a Tesei administration would hit the ground running at Greenwich Town Hall.” The editorial cited Tesei’s “years of experience in town hall government” and his reputation for a “cool head and compromise, both of which are useful in running a municipal government.” Greenwich Time agreed with Tesei’s view that overdevelopment is his top priority.

They stated their expectation that Peter Tesei will use “his background and abilities over the next two years to develop a multi-tiered approach to fighting commercial as well as residential overdevelopment in Greenwich, which threatens not only the character of town neighborhoods but the environment, and adds to already serious flooding problems.” The paper also emphasized that they ultimately “disagreed with Mr. Farricker’s assessment of the overall state of Greenwich”, and did not see the type of trouble that he sees.

STAMFORD - The state must prove it has enough evidence to charge a city man with murderfor allegedly stabbing his former girlfriend to death at the Sheraton Hotel.

The public defender for Juan Botello, 20, yesterday requested a Dec. 4 probable cause hearing at state Superior Court in Stamford.
Defendants charged with murder in Connecticut are entitled to such hearings, after which a judge must rule whether the state has enough evidence to press charges.

Botello, 20, allegedly killed Layla Banks, 21, an aspiring graphic designer who lived with her mother in Greenwich, after she rejected his attempts to rekindle their relationship, police and friends have said.
