12/18/09 GREENWICH BOARD OF EDUCATION MEETING BRIEF: December 17, 2009

BOARD OF EDUCATION MEETING BRIEF:
MONTHLY MEETING - Thursday, December 17, 2009 at Greenwich High School

Recognition of Retiring Assistant Superintendent, Dr. Susan O. Wallerstein
Dr. Wallerstein was honored for her many years of service with the
Greenwich Public Schools by members of the school and broader Greenwich
communities. Dr. Freund announced that since the District has not yet been
able to identify an individual to assume the position, now entitled
Managing Director of Operations (MDO), Dr. Wallerstein has graciously
agreed to remain for one more month through the end of January 2010. The
search for an MDO will be re-opened.

Facilities Audit Report
Dr. Wallerstein and Anthony Byrne, Director of Facilities, presented the
Board with a report on the recently conducted Facilities Audit. The audit
report is used to update and inform the 15-year capital improvement plan.

Action on the Superintendent's Proposed 2010-11 Budget:
The Board of Education unanimously voted (8-0) to approve the
Superintendent's proposed 2010-11 Budget with the following changes:
- remove $285,000 from the Natural Gas for Heating line (replacing
estimated budget numbers with recently received actual costs)
- add $100,000 to accelerate the SmartBoard Implementation Plan
- add $135,000 for professional learning for approximately 100 teachers in
the International Baccalaureate framework
- remove $38,000 from Hamilton Avenue School budget for the swimming
program
- add $38,000 to the Hamilton Avenue School program for an enhanced
Science program
The approved budget of $131,509,261 is within the guidelines established
by the Board of Estimate and Taxation (BET). The budget is now submitted
to and reviewed by the BET over the next several months. The BET will act
on the Board of Education and other Town Department budgets in March 2010.

07/11/08 Reader Submitted Comments - The BOE Needs To Be More Transparent - They Should either confirm or deny the rumor


Dear Members of the Board, etc.

There is a very solid rumor circulating that under current consideration is moving Hamilton Avenue School students to the Glenville School and moving Glenville School students to the modulars because the construction will not be complete on the new Hamilton Avenue School building.

To remind everyone,

Glenville School has been found to be educationally unsound with poor air quality by TWO Boards of Education and TWO superintendents;

At a meeting of the current Board of Education, this option was removed from the list of options devised by the "facilities" committee that was formed to look into options;

At a meeting of the Board of Education, a member stated that it would be unfair to have Glenville staff move more than once in a given year, yet for the second year in a row, it is again an "option" for Hamilton Avenue Staff.

This Board needs to listen to the community, in total, not just those that will agree with them. There are many parents of Hamilton Avenue students that DO NOT AGREE with this option.

Not only is Glenville School educationally unsound, it has leaked, unchecked, for years, thereby a virtual petri dish for mold. Our children and staff and parents have had to contend with mold for far too long. It is criminal to expect them to do so yet again.

Put more effort into getting our new school completed and Glenville construction started. Do WHATEVER it takes to get this done, but DO NOT put our children in a building that has been deemed educationally unsound.

Parents oppose reusing modular


With a week to go before the Board of Education decides whether the mold-infested Hamilton Avenue School modular building should be remediated and reused, some parents are lobbying educators to reconsider their options.

The modular could be used by Glenville School students this fall while their school begins renovation.

"I just think we're rushing to get it done," Frank Carbino, a Glenville School parent, said of the decision-making process. "We're not doing any justice to the kids."

Carbino belongs to a chorus of parents who are opposed to reusing the modular building, particularly after what Hamilton Avenue's students went through. Students, who had spent three years there without access to a gymnasium or cafeteria, were evacuated from the modular building in March because of mold.

"We've already seen Hamilton Avenue go through this, we need to learn from it," Carbino said, adding that even if the mold is remediated, the site would lack a gym and cafeteria.

The Board of Education is set to decide Thursday whether it will reuse the modular or pursue the other option, which would be to take over the Western Greenwich Civic Center and build a new small modular......

Here Is Today's Suggested Submission To Ripley's Believe It Or Not:

Glenville School parent Paul Curtis, who unlike Carbino would rather send his children back to a remediated Hamilton Avenue School modular than have them separated.

"It's not the best solution but if the building construction people and the Board of Education feel it's an adequate school facility, we would rather stay together than split up." .....

Has Mr. Curtis been drinking a little too much of Betty "You Can Trust Me" Sternberg's Kool Aid?

Here is an interesting question for Mr. Curtis.

Why was it okay For Greenwich School Architect John Brice to stick his hand inside the enclosed parts of the building, and then report to the Greenwich Time that he touched what "appeared" to be part of a vapor barrier?

But it is not Okay, for the Hamilton Avenue's Independent Environmental Expert to stick his hand in the same place and just take an air sample.

If Nancy "This Is Happening On My Watch" Weissler, the chairman of the education board, won't let an Independent Environmental Expert take an air sample in the same place that A Board Of Education Architect handled contaminated material, then how could a parent even consider placing a small child in that environment.

There Was no problem reported at all when John "School Board Paid" Brice, AIA reached inside and manhandled the contaminated construction materials, but if an Independent Environmental Expert want an air sample, then the school board claims that modular classrooms are going to potentially suffer honorific amounts of contamination and cause remediation costs to sky rocket?

The only reason Hamilton Avenue Parents are not allowed to independently test the contaminated modulars is that their are a bunch of high paid failed school administrators who are afraid of loosing their jobs.

Unfortunately, at the Greenwich Board Of Education the wants and needs
of high paid failed school administrators come before the wants and needs of small children.

To the editor,

As a resident, mother and grandmother. I find consideration by the Board of Education and the superintendent of schools of the idea to send their latest set of victims - children and teachers - to the now-condemned modular buildings astounding! ("Firm: Moldy mods can be fixed," Greenwich Time, April 12)

What statement can we expect from the teachers' union?

In that same vein, if the Building Department is asked to issue a certificate of occupancy, is the assurance that "we take away 90 percent of the problem" going to extend all future projects throughout the town that we are "almost" in compliance? I thought "almost" only counted when you played horseshoes!

To the editor:

I would like to comment about a meeting I recently attended regarding the mold issue with the modular buildings at Western Middle School. The meeting, which was held at Glenville School, was designed so the building committee could present facts and findings about relocation options for Glenville School, and then have a question-and-answer session with parents.

There were five options presented. The building committee quickly ruled out four of the options, and remediation of the old modular buildings was the only one left for discussion.

I strongly believe remediation of the modular buildings is not an option. I don't think the question is whether the mold can be removed. The question is whether anyone can make this site a school.

The Hamilton Avenue School students just spent the better part of four years in this modular school. This building committee needs to learn from them. Let's ask them: If the mold can safely be removed, would you like to go back into the modular buildings at Western? From discussions I've heard, the definitive answer would be no! So why should I, as a Glenville parent of two, send my children there?

Let's step back and learn from mistakes made in the past. This is not an ideal site. And four years without a gym or cafeteria is unacceptable.

Let's put new modular buildings on the Western Greenwich Civic Center site. The building is newly remodeled, and was once a functional school. It's located in the heart of Glenville and has a cafeteria and gym available for use.

The problem surrounding this option is cost and delays. The question becomes: What's been the cost with doing it wrong? I'm sure the Hamilton Avenue community can speak volumes about that.

With regard to delays, what's more important -- getting the new building started on time, or building an improved interim school for our children to attend for at least two, and most likely three, years?

A student conceivably could spend a third of his or her Glenville elementary education (with building delays, it could be half) in modular buildings. Let's wait and do things right!

Superintendent of Schools, Dr. Betty J. Sternberg has announced that Hamilton Avenue School (HAS) at the modulars will be closed as of Monday, March 3, 2008 for one week. In the course of investigating and remediating a roof leak at HAS last night, the environmental consultant identified additional areas of concern. Upon further investigation the consultants discovered mold within the walls and ceiling of a portion of the building. Charles Schwartz, President of Environmental Assessments & Solutions, Inc. the District’s environmental consultant, said, “the problems identified are not related to maintenance issues and there are no indications of impaired air quality.”....more

How did this get past the RTM Appointments Committee and the RTM Education Committee?

It looks like these two committees are a sleep at the switch.


If you screw up on one school building committee, don't worry you will get a chance to screw up on another school building committee.


Hey, it's only money and these school building committees are backed by the full faith and credit of the single family home owners who must pay their ever increasing tax bills.

If these guys had screwed up a massive building project in the real world, their careers would be ruined and they would not bbe considered for future building projects.

On Monday night, the full RTM will vote on 17 appointments to various boards and committees. All of the prospective board or committee members will be voted up or down individually except for the six persons nominated for the Greenwich High School Auditorium Building Committee.

The GHS Auditorium Building Committee must be voted up or down as an entire group.

This is unfair to the single family home owners and taxpayers of Greenwich, and it seems like crap like this always happens with school construction committees.

If you look at the Moday's RTM call you will see that....

Item #4 is nominating Donald Kiefer to the Planning and Zoning Board of Appeals.

Item #5 is nominating Patricia Kirkpatrick to the Planning and Zoning Board of Appeals.

Item #6 is nominating Robert Shippee to the Planning and Zoning Board of Appeals.

Item #7 is nominating Lawrence Larson to the Planning and Zoning Board of Appeals.

Each of these prospective candidates, like everyone else will be voted up or down individually by the full RTM on Monday night.

But if you go and look at item number 10 you will see that

Ginny Krob
Leslie Cooper
Robert Brady
Joseph Ross
Steven Loparco
and Frank Napolitano

are presented to the RTM as a group, and this is wrong and unfair to the single family home owners and taxpayers.

Let's say that your local RTM member were to say...

"You know, I am not comfortable voting for Ginny Kobb, because she is also on the Board Of Education Facilities Committee and this might be a conflict of interest."

Plus, Ginny served on the previous GHS Music / Auditorium Team and according to Byram RTM District Chairman Robert McKnight the current auditorium never met State Of Connecticut Education standards.

Chairman McKnight also points out that the current auditorium had inadequate air conditioning, so the single family home owners had to foot the bill for additional roof top units. But the noise from these expensive roof top units was so loud they could not be run during performances in the summer.

So the school started scheduling extra intermissions, so they could run the air conditioning units at full blast for an extra 15 minutes in an attempt to cool the auditorium to a somewhat acceptable level.

If the first GHS Auditorium Building committee had done their job properly the first time, then the single family home owners would not be getting ready to pay for this new Greenwich High School Auditorium.

Now here is the problem lets say your local RTM member wants to vote against Ginny, and give a new and independent Greenwich Single Family Home Owner a chance to be involved, then he or she must vote down the five other persons as well.

This is just not fair to the single family home owners of Greenwich.

The School Board gets away with murder, because a few insiders are always regurgitated on school committee after school committee.

Maybe, these school committee members don't do such a good job, because they have two much on their plates. When they are sitting on two, three or four multimillion dollar school committees, maybe they just get overwhelmed.

Unfortunately, when it comes to the all important school committees friends, family, business associates and political affiliations come before children and the single family home owners who pay the taxes....

For example, lets say that your local RTM member has concerns about fellow RTM member Robert Brady being on the committee.

Let's face the facts here, Robert Brady is Chairman of the powerful RTM education committee that was responsible for the Hamilton Avenue School Building Committee.

More over Robert Brady's RTM Education committee will be responsible for providing oversight to the new Greenwich High School Auditorium Building Committee.

So if Robert Brady is put on the Multi-Million Dollar GHS Auditorium Building committee, The Robert Brady would be monitoring Robert Brady.

This looks like the Mother Of All Conflicts of Interest.

Plus when one looks at the school construction projects that Mr. Brady has been involved in one certainly must take pause.

Appointments committee member and Byram RTM Chairman Robert McKnight says that Mr. Brady admitted to the mistakes that occurred and had good answers for what went wrong and what is currently going wrong at the fiasco known as the Hamilton Avenue School Construction project.

But if an RTM member doesn't want to take another chance with Mr. Brady and wants to put new and independent blood on the High School Auditorium Building Committee he or she has to vote down the other five persons nominated to the construction committee.

This is just not fair to Greenwich School parents and the single family home owners who have to pay the bill.

Or maybe an RTM member isn't comfortable with the fact that John Ross is employed by Tischman Construction and that this company or one of it's affiliates may bid on the new school auditorium project.

Or maybe an RTM member wants to vote against John Ross, because he was on the fiasco known as the Hamilton Avenue School Construction Committee.

Would the school parents fault an RTM member for wanting to get someone besides John Ross to be on the new GHS Auditorium Construction Committee.

Well Guess What.

That's right an RTM member will have to vote down the other five members of the committee if they are unsure about Mr. Ross being on the new school construction committee.

This is just not fair to Greenwich School parents and the single family home owners who have to pay the bill.

Now lets say that an RTM member is worried about
Steven Loparco, because he was on the fiasco known as the Hamilton Avenue School Construction Committee.

We'll as former President Ronald Reagan once said, "Well There you go again..."

If an RTM member doesn't want to take another chance with Mr. Brady and wants to put new and independent blood on the High School Auditorium Building Committee he or she has to vote down the other five persons nominated to the construction committee.

This is just not fair to Greenwich School parents and the single family home owners who have to pay the bill.

You know what maybe it is a good idea if the RTM votes down these six candidates, and force the Board of Education to get truly independent Auditorium Building Committee members without construction foul ups in their backgrounds.

Concerned taxpayers and school parents should contact their local RTM members for the good of the children of the Town.
