Beach cards to get holograms


To outsmart would-be counterfeiters, the town is introducing holograms on beach cards issued to senior citizens this year.

Next year, the town will put the holograms, which feature the town seal, on all beach cards. Currently, cards have the town seal printed on them as well as a bar code, though the town does not plan to scan the bar codes until next year. Beachgoers who try to enter Greenwich Point or Byram parks with counterfeit cards will also be in for a rude awakening next year.

"The town is embarking on a program where we'll be scanning all beach cards instead of a visual check," said Tom Greco, manager of business services operations for the parks department.

The town's introduction of added security layers to its beach cards comes as the police investigate an alleged counterfeiting caper involving the highly coveted passes, municipal parking stickers and marina permits.

Right now, much of what investigators have to go on in the case is a binder received in February from an anonymous tipster containing copies of the fake materials. It also identified the person allegedly running the operation, who police have said is a suspect and would not identify.

The alleged suspect in the case also has declined, through his attorney, to be interviewed by police, police have said.

Park officials said they were planning the measures before the scheme came to light.

When is local journalism not really local? When it's about Pasadena and written by someone in India. James Macpherson, editor and publisher of the Pasadena Now website, hired two reporters last weekend to cover the Pasadena City Council.


One lives in Mumbai and will be paid $12,000 a year. The other will work in Bangalore for $7,200. The council broadcasts its meetings on the Web. From nearly 9,000 miles away, the outsourced journalists plan to watch, then write their stories while their boss sleeps India is 12.5 hours ahead of Pacific Standard Time. "A lot of the routine stuff we do can be done by really talented people in another time zone at much lower wages," said Macpherson, 51, who used to run a clothing business with manufacturing help from Vietnam and India.

So, on the Indian version of Craigslist, he posted an ad that said in part, "We do not believe that geographic distance between California and India will present unsurmountable problems, and that working together with you will result in your development of a keen working knowledge of this city's affairs." Dozens replied. One of the two chosen had attended the UC Berkeley Graduate School of Journalism. Rob Gunnison, the director of school affairs there, is dismayed. "It just seems so fundamental to journalism to be there," Gunnison said. "I still can't quite believe it's not a hoax."

It's not. Macpherson plans to run his first batch of outsourced stories Tuesday. The Pasadena native runs the website, which he said gets 45,000 visitors a month, on a shoestring budget from his condo with help from his wife, a data entry worker and two interns. Macpherson plans to hire half a dozen more Indian reporters. He'll add some local flavor by doing interviews, then e-mailing the recordings to India. "When you instant-message someone in Mumbai, it's like looking over her shoulder," he said.

Larry Wilson, editor of the 30,000-circulation Pasadena Star-News newspaper, scoffed. "To pretend you can get the feel and the culture of a town as complicated and interesting as Pasadena by e-mailing and doing things over the Internet is nutty," he said.

Tesei wants to end town-vehicle policy

Calling it a costly and unnecessary perk, First Selectman Peter Tesei wants to put an end to furnishing municipal department heads with town-owned vehicles, many of whom use them to drive home at the end of the work day.

A number of department heads live out of town, with some commuting from as far away as Milford and Ridgefield. The town pays for their gas.

Tesei said he would rather that senior managers drive their personal vehicles to work and use the municipal motorpool for town business....

... The cost-saving initiative follows several other reforms ordered by Tesei to guard against the misuse of municipal cars and trucks, including the requirement that all vehicles bear the town seal. A list of the 300 vehicles in the municipal fleet was also posted on the town's Web site for the public to see....

... The new policy would not apply to police and fire brass, who have about eight cars assigned between them.

Parks Director Joseph Siciliano, who is assigned a town vehicle and lives in Norwalk, said there are some special circumstances where the assignment of a town vehicle is appropriate. "I think that there's an additional work requirement outside the normal work day, whether it's for meetings, or emergency call-out or seven-day operations, that should be considered when compensation packages are being made," Siciliano said.
Town officials said there have been instances when employees who are not issued cars as part of their jobs have driven town-owned cars home, however.

Elizabeth Linck, the town's fleet director, said it was quite possible that unauthorized employees were driving municipal vehicles home.....

An internal investigation is under way into what could be counterfeit beach passes, parking stickers and marina permits.

According to Joseph Siciliano, the town’s director of parks and recreation, the department was provided with a binder earlier this month containing copies of the allegedly counterfeit material and information that identified who is believed to be responsible. Mr. Siciliano said he reviewed the material and the department is proceeding with an internal look.

“I have photocopies of what is supposedly a knockoff,” Mr. Siciliano said. “We’ve been investigating since these were provided to our office. There are photocopies in here of passes from 2005 and 2006, but none from last year. We are looking at the names and addresses on the copies and we will see where we go from here.”

Mr. Siciliano said the material was “delivered” to the office, but declined to provide any more information about who had brought it there and why.

“We are going to pursue this and we will either end up with something we can provide the police department to act on, or it will be a dead end,” Mr. Siciliano said. “We are continuing to pursue this to the best of our ability.”

As of Tuesday, the Greenwich Police Department was not involved in the matter other being informed about it.

“This is being handled by the Parks and Recreation Department,” Public Information Officer Lt. Daniel Allen said Tuesday. “They have spoken to me and we told them that we would assist them in any form or fashion if they require our assistance.”

Lt. Allen said the ball is now in the department’s court as to how it wants to proceed. However, there are already strong urgings from Town Hall that the police should get involved.

Greenwich Police Chief David Ridberg Should Immediately Send A Greenwich Police Detective To The Parks Department To Gather All Evidence Involving This Felony.)

When reached for comment on Monday, First Selectman Peter Tesei told the Post he felt this should be a police investigation and not something done internally by the department.

“Any offense of this nature, whether it involves beach passes or parking stickers, is an offense,” Mr. Tesei said. “Joe Siciliano should not be unilaterally undertaking an investigation. That’s not his job. He’s been made aware of something and this should now be turned over to the police. End of story.”

Mr. Tesei said he had been briefed by Mr. Siciliano on the matter and planned to meet with him again this week.

On Tuesday, Mr. Siciliano confirmed that Mr. Tesei had made his wishes clear. He said the investigation is still focused on background work he termed “homework” and that he was doing work the police would need to proceed with any criminal investigation. He said he would turn the investigation over to the police when there was something concrete to provide, and he believed Mr. Tesei understood.

One factor hindering the investigation, Mr. Siciliano said, was that the passes were from 2005 and 2006 and it would be hard to track down the information needed because the department’s database is updated every year and the previous year’s data is eliminated.
