04/30/08 - Recipients risk having their names, which appear in a police affidavit, become public if the case fails to go forward (Updated)

Who Is The Mystery Woman That Greenwich Park's Director Joseph Siciliano Ignored?

Quote:

"We definitely have enough for an arrest warrant," Greenwich Police Cheif David Ridberg said. "The prosecutors feel that we don't have enough for a conviction."

Headline:

Ridberg would not identify the suspect or discuss that person's connection to the whistle-blower, other than to say that the key witness was a woman who had a personal relationship with the counterfeiter.

Story:

Police look for fake beach card witnesses

Police are trying to bolster their criminal case against an alleged counterfeiter who gave friends fake beach cards, one that relies heavily on a single whistle-blower with ties to the suspect, Chief David Ridberg said yesterday....

..."The woman who dropped off the stuff, one can infer she has something to gain from the other person going down," Ridberg said. "So, therefore, we have to overcome the stigma that the suspect is being setup."...

...
A message seeking comment from Assistant State's Attorney Steve Weiss was left yesterday at his Stamford office.

First Selectman Peter Tesei said the alleged forgery of town documents should not be taken lightly.

"That's why I felt from the very beginning it should be handled by police," Tesei said. "Obviously, the objective is to present as strong a case as possible that will result in a conviction. There are some nuances about it that certainly make it more complex than it should be."....

...Greenwich Time received a binder with materials similar to those described by town officials. It contained photocopies of beach cards from the 2005 and 2006 seasons with the names of several individuals and their supposed addresses, which were all in Old Greenwich.

None of the individuals named were listed in telephone directories at the addresses printed on the cards, however. One of the individuals was listed as a Stamford resident.

Photocopies of beach parking stickers from the 2006 and 2004 seasons also were included, as well as several marina permits from 2006.

04/28/08 - Do you really think it was Greenwich Senior Citizens who were involved in counterfeiting beach passes?

Town Of Greenwich Is Going To Put An End To The Senior Citizen Beach Card Counterfeiting Gangs.

Park's Department Head Joseph Siciliano has another dumb idea.

Joesph Siciliano is going to put holograms on senior citizen passes this year in order to stop the beach pass counterfeiters in Town.

Who the heck is going to make fake senior citizen beach passes?

Duh, Would Someone Please Tell Joseph Sicilano The Town Of Greenwich gives out senior citizen beach for
FREE !!!

Why isn't Joseph Siciliano smart enough to put the holograms on this years beach card, which costs $27 per person?

Better yet why isn't Joseph Siciliano smart enough to get holograms on parking stickers that cost $100 each?

Why isn't Joseph Sicilano smart enough to protect the taxpayers by calling one of the hundreds of firms that quickly deliver holograms?

Affordable Holograms USA

It's easy to get 1,000 holigrams for less than $200.

Here Is A Good Example Of
Incompetent-High-Paid Greenwich Town Administrators Pretending To Be At Work....

Currently, beach cards have the town seal printed on them as well as a bar code, though the town does not plan to scan the bar codes until next year.

Why isn't Joseph Siciliano smart enough to realize that Hand-held bar code scanners are cheap !!!!

The Park pass bar codes are going to be in sequential order.

It is very easy to program a barcode scanner to accept pass numbers 00001 - 19145 and to reject all of the other numbers.

When is the Greenwich News Media Outlets Going To Start Asking Objective Questions That Deliver Hard Hitting Journalism That Protects The Single Family Home Owners And Taxpayers Of Greenwich?

Please read this Greenwich Time article and tell me if you see one quote from a Greenwich citizen or an opposing politician that thinks the public trust has been violated and that tax dollars are being mismanaged.

Beach cards to get holograms

To outsmart would-be counterfeiters, the town is introducing holograms on beach cards issued to senior citizens this year.

Next year, the town will put the holograms, which feature the town seal, on all beach cards. Currently, cards have the town seal printed on them as well as a bar code, though the town does not plan to scan the bar codes until next year. Beachgoers who try to enter Greenwich Point or Byram parks with counterfeit cards will also be in for a rude awakening next year.

"The town is embarking on a program where we'll be scanning all beach cards instead of a visual check," said Tom Greco, manager of business services operations for the parks department.

The town's introduction of added security layers to its beach cards comes as the police investigate an alleged counterfeiting caper involving the highly coveted passes, municipal parking stickers and marina permits.

Right now, much of what investigators have to go on in the case is a binder received in February from an anonymous tipster containing copies of the fake materials. It also identified the person allegedly running the operation, who police have said is a suspect and would not identify.

The alleged suspect in the case also has declined, through his attorney, to be interviewed by police, police have said.

Park officials said they were planning the measures before the scheme came to light.

"I want to reduce the risk of falsifying cards,"...Blah...Blah....Blah....Blah...

Here's how it works In Greenwich:

High paid Government Officials make bad decisions that lead to very expensive failures.

The single family home owners are forced to pay for the expensive screw ups .

The Town of Greenwich spins those failed decisions, and the Greenwich press only types what failed Town Administrators spew out.

Then the reporters just put the town spew through a spell check and go home to listen to the World's Greatest Communication Hoax (WGCH) read the "spin clips" in the morning.

There is no accountability in Greenwich, because Greenwich reporters don't have the journalistic balls to ask Town Administrators hard hitting questions that expose the truth.

Greenwich reporters are afraid to do a simple Google search on the cost and ease of applying holograms on beach passes, because they would have to go back and ask some Town Administrators some real hard hitting questions.

It is much easier to run a Town Press Release through the spell check and then go home.

Your city's news - from India

The job posting was a head-scratcher:

"We seek a newspaper journalist based in India to report on the city government and political scene of Pasadena, California, USA."

Outsourcing first claimed manufacturing jobs, then hit services such as technical support, airline reservations and tax preparation. Now comes the next frontier: local journalism. ...

A news site hires two to cover Pasadena from afar. That helps a shoestring budget go further.

By Alex Pham

Los Angeles Times Staff Writer

May 11, 2007

When is local journalism not really local? When it's about Pasadena and written by someone in India. James Macpherson, editor and publisher of the Pasadena Now website, hired two reporters last weekend to cover the Pasadena City Council.

One lives in Mumbai and will be paid $12,000 a year. The other will work in Bangalore for $7,200. The council broadcasts its meetings on the Web. From nearly 9,000 miles away, the outsourced journalists plan to watch, then write their stories while their boss sleeps India is 12.5 hours ahead of Pacific Standard Time. "A lot of the routine stuff we do can be done by really talented people in another time zone at much lower wages," said Macpherson, 51, who used to run a clothing business with manufacturing help from Vietnam and India.

So, on the Indian version of Craigslist, he posted an ad that said in part, "We do not believe that geographic distance between California and India will present unsurmountable problems, and that working together with you will result in your development of a keen working knowledge of this city's affairs." Dozens replied. One of the two chosen had attended the UC Berkeley Graduate School of Journalism. Rob Gunnison, the director of school affairs there, is dismayed. "It just seems so fundamental to journalism to be there," Gunnison said. "I still can't quite believe it's not a hoax."

It's not. Macpherson plans to run his first batch of outsourced stories Tuesday. The Pasadena native runs the website, which he said gets 45,000 visitors a month, on a shoestring budget from his condo with help from his wife, a data entry worker and two interns. Macpherson plans to hire half a dozen more Indian reporters. He'll add some local flavor by doing interviews, then e-mailing the recordings to India. "When you instant-message someone in Mumbai, it's like looking over her shoulder," he said.

Larry Wilson, editor of the 30,000-circulation Pasadena Star-News newspaper, scoffed. "To pretend you can get the feel and the culture of a town as complicated and interesting as Pasadena by e-mailing and doing things over the Internet is nutty," he said.

AND NOW HERE IS THE PUNCH LINE

GOVERNMENT ADMINISTRATOR'S LIKE THE IDEA OF OUTSOURCING REPORTING TO INDIA

Ann Erdman, spokeswoman for the city of Pasadena, thinks the approach is a little odd. But "as long as they get their facts correct, I'm a happy camper," she said.

04/21/08 - You Can Blame This Screw Up On High Paid Parks Department Head Joesph "I Thought I Could Handle A Police Investigation" Sicilano

Recipients of fake Greenwich beach cards dodge questioning
Boston Globe, United States

GREENWICH, Conn.—Lack of cooperation from potential witnesses is complicating an investigation into who's responsible for counterfeiting Greenwich's highly coveted beach access passes, police say.

Beach Pass Probe Resisted

Hartford Courant

Greenwich Police Chief David Ridberg says the witnesses could help corroborate details provided by an anonymous tipster, who sent copies of the fake passes and other information to police in February....

A police investigation into an alleged counterfeiting operation involving beach cards has been stonewalled by recipients of the highly-coveted passes who refuse to be questioned, according to Chief David Ridberg.

"That's one avenue we would like to nail down," Ridberg said. "We're trying to confirm that there were passes handed out to people."

Right now, much of what investigators have to go on in the case is a binder received in February from an anonymous tipster containing copies of the fake beach cards, parking stickers and marina permits. It also identified the person allegedly running the operation, who police have said is a suspect and would not identify...

...Greenwich Time received a binder with materials similar to those described by town officials.

Photocopies of beach parking stickers from the 2006 and 2004 seasons also were included, as well as several marina permits from 2006.

...Several alleged recipients of the counterfeit passes refuse to be questioned by officers, Ridberg said...

...The tipster also identified the person allegedly running the copycat operation, but that individual's attorney has told police the man will not be interviewed voluntarily....

The alleged suspect in the case also has declined, through his attorney, to be interviewed by police, police have said.

"The investigation is continuing and we're endeavoring to solidify the case for prosecutors," Ridberg said. "We're trying to independently corroborate the information provided that was the genesis of the investigation."

First Selectman Peter Tesei, who pushed for the criminal investigation in the case, said he was disappointed in the lack of cooperation.

"All I can say is let their conscience be their guide," Tesei said. We're not punishing those people per se. At least show some remorse and help us bring some accountability to the person who did it. As I said, it's a criminal activity."...

Recipients of fake Greenwich beach cards dodge questioning

...In Greenwich, where beach access questions have gone as high as the state Supreme Court, having one of the highly coveted cards and parking passes can save hundreds of dollars yearly....

...Beach access in Greenwich has been a thorny issue, landing the town in court. The town also has been forced to add holograms, bar codes and other anti-counterfeiting security measures to its highly coveted passes.

In 2001, the state Supreme Court struck down the town's residents-only beach policy.

Why wont the Town Tell The Single Family Home Owners Of Greenwich Who The Alleged Old Greenwich Counterfeiter Is?

Once The Investigation That Joseph Siciliano screwed up is completed then the binder naming the suspect should be a public document that can be obtained through the Freedom Of Information process.

Five fake dollar bills will get you ten that when the single family home owners of Greenwich learn who the "alleged" counterfeiter is, then they will will know why
Joseph Siciliano drug his feet and tried to sweep this matter under the Greenwich Park Department rug.

If a second binder had not been sent to the
Greenwich Time Newspaper, then the taxpayers of Greenwich would have never heard about the felony. counterfeiter.

Will Joseph Siciliano be reprimanded for not immediately informing the Greenwich Police Department That A Felony Crime Had Been Reported To Him?

Town seeks to end beach suit

By Ken Borsuk,

Greenwich Post - Staff Reporter

The town is seeking a dismissal of a lawsuit brought against it by two Stamford men who claim the town violated their rights to free speech by not allowing them to get resident beach passes.

Paul Kempner and his co-plaintiff, James Schwartz, sued the town last year, claiming its beach policy violated their rights by denying them the opportunity to apply for and receive the same seasonal beach pass residents can get. In a motion filed March 7 with the United States District Court in Bridgeport, the town, which is being represented by outside counsel Michael Shea, asked the court to grant a summary judgment dismissing the suit because it cannot be shown that anyone suffered any legal injury and there is no evidence of any constitutional rights being violated.

“[Mr. Kempner] cannot prove his damages claim because his damages consist of legal fees he supposedly incurred in dealing with the legal consequences of his refusal to pay the beach entry fee on occasions when he bicycled to the beach,” the motion states.

It adds that Mr. Kempner did not engage in speech on those occasions, and is unable to show he intends to engage in any speech or even visit the beach because he just rides through on his bicycle.

The motion also argues Mr. Kempner’s claim for relief is moot because he is older than 64, and since February 2007, people 65 and older may visit the beach for free, even if they are not residents. Mr. Kempner’s previous claim that the town discriminated against him by charging him for biking through was earlier dismissed on that ground.

“The court should await a case involving proper plaintiffs with genuine free speech claims before embarking on a factual inquiry into whether the town can justify its beach entry fee,” the motion argues.

J. Joseph Bainton, Mr. Kempner’s attorney, said he will be filing a response in opposition to the town’s motion in court tomorrow. He will also file, on behalf of his client, a cross-motion calling for summary judgment and for the judge to rule in his favor on the issue of liability..........

02/21/08 - Stop The Coverup - Since When Is Joesph Siciliano A Criminal Investigator?

Joseph siciliano And The Parks Department Are Now In Charge Of Felonies In Greenwich.

Who’s forging beach passes?
Greenwich begins investigation

By Ken Borsuk, Staff Reporter - Greenwich Post

An internal investigation is under way into what could be counterfeit beach passes, parking stickers and marina permits.

(Comment: The Criminals Have Been Tipped Off And Are Probably Destroying Evidence While Parks Director And Key Stone Cop Joesph Siciliano Screws Up This Felony Investigation.)

According to Joseph Siciliano, the town’s director of parks and recreation, the department was provided with a binder earlier this month containing copies of the allegedly counterfeit material and information that identified who is believed to be responsible. Mr. Siciliano said he reviewed the material and the department is proceeding with an internal look.

(Comment: Meanwhile The Felon Is Removing And Destroying His Computer Hard Drive)

“I have photocopies of what is supposedly a knockoff,” Mr. Siciliano said. “We’ve been investigating since these were provided to our office. There are photocopies in here of passes from 2005 and 2006, but none from last year. We are looking at the names and addresses on the copies and we will see where we go from here.”

(Comment: Why Is Th is Taking So Long? Maybe Mr. Siciliano taking on-line courses at the Gibbs School of Criminal Justice In Norwalk?)

Mr. Siciliano said the material was “delivered” to the office, but declined to provide any more information about who had brought it there and why.

(Comment: Some On Walked In To Mr. Siciliano's Office And Reported A Felony And Theft From His Employer, Why Didn't Mr. Siciliano Immediately Pick Up The Phone And Call The Greenwich Police Department?)

“We are going to pursue this and we will either end up with something we can provide the police department to act on, or it will be a dead end,” Mr. Siciliano said. “We are continuing to pursue this to the best of our ability.”

(Comment: To The "Best Of Your Ability" !!! Hello, You Are Not Propperly Trained To Conduct A felony Investigation !!!! Call The Police Department !!!!)

As of Tuesday, the Greenwich Police Department was not involved in the matter other being informed about it.

“This is being handled by the Parks and Recreation Department,” Public Information Officer Lt. Daniel Allen said Tuesday. “They have spoken to me and we told them that we would assist them in any form or fashion if they require our assistance.”

Lt. Allen said the ball is now in the department’s court as to how it wants to proceed. However, there are already strong urgings from Town Hall that the police should get involved.

(Comment: The Greenwich Police Department Is Aware Of A Felony Being Committed Against The Town, And It Has Not Immediately Started An Investigation. Greenwich Police Chief David Ridberg Should Immediately Send A Greenwich Police Detective To The Parks Department To Gather All Evidence Involving This Felony.)

When reached for comment on Monday, First Selectman Peter Tesei told the Post he felt this should be a police investigation and not something done internally by the department.

“Any offense of this nature, whether it involves beach passes or parking stickers, is an offense,” Mr. Tesei said. “Joe Siciliano should not be unilaterally undertaking an investigation. That’s not his job. He’s been made aware of something and this should now be turned over to the police. End of story.”
(Comment: Mr. Siciliano Is Being Insubordinate For Not Following First Selectman Peter Tesei's Directions. Why Is Mr. Siciliano Being So Stuborn? Is He Trying To Protect Someone?)

Mr. Tesei said he had been briefed by Mr. Siciliano on the matter and planned to meet with him again this week.

On Tuesday, Mr. Siciliano confirmed that Mr. Tesei had made his wishes clear. He said the investigation is still focused on background work he termed “homework” and that he was doing work the police would need to proceed with any criminal investigation. He said he would turn the investigation over to the police when there was something concrete to provide, and he believed Mr. Tesei understood.
(Comment: Please See Previous Comment. Mr. Siciliano Is Being Ridiculous.)

One factor hindering the investigation, Mr. Siciliano said, was that the passes were from 2005 and 2006 and it would be hard to track down the information needed because the department’s database is updated every year and the previous year’s data is eliminated.
(Comment: It Is Hard For Mr. Siciliano To Track Down Information, Because He Is Not A Trained Greenwich Police Investigator With Years Of Experience. The Greenwich Police Department Even Has Experience At Recovering Computer Data That Has Been Deleted.)

“We’ve been getting some dead ends on some information and we don’t have the information to go on for other leads,” Mr. Siciliano said.
(Comment: This Guy Is Siciliano Is Unreal. Stop The Coverup And Call The Proffessional Criminal Investigators At The Greenwich Police Department. The Phone Number Is 622-8000.)
