The Plot:
Pietro Baggio was arrested about 4:15 p.m. Feb. 6 and charged with possession of narcotics and intent to distribute narcotics, police said.
Police said they observed Baggio traveling east on Arch Street at a high rate of speed. After being stopped, police determined that Baggio didn't have a valid driver's license. Police said they found two foil packages containing cocaine
