08/23/11 Greenwich Students' Performance Not Up To Par With Regional Or National Standards


Once again the administration has offered up a glowing review of our school system's academic performance that is simply misleading, this time regarding GHS's 2011 Advanced Placement scores: "2011 Advanced Placement Scores Reflect Ten Year Highs." The reality?

First, the release touts a ten-year high in AP "enrollment." But that is the least relevant metric of the program. The important measure is not how many bodies one puts in seats in AP classes, but how many of those students both take and pass the corresponding year end exam. This year barely three in four students enrolled in AP courses managed to take and pass the corresponding AP exam (76%), which represents a ten-year low, and the third straight year of decline.

The "challenge index," which measures the number of AP tests taken by all students divided by the number of students in the senior class, did, indeed, rise to a ten-year high. But the figure barely increased compared with the year before. The figure also remains far below marks attained by many Westchester County public high schools. The index for Rye High School and Bronxville is more than double that for GHS, as are Great Neck North and Great Neck South in Long Island. Nationally, the Washington Post ranked GHS #967, representing another sharp drop over the previous year, and the lowest rank ever for GHS. Compared with Connecticut public high schools GHS ranks 11th. Yet Connecticut school districts are distinct laggards within the New York metropolitan region and nationally. For example, on that measure GHS would rank behind 100 public high schools in the Washington, D.C. metropolitan area alone.

The school district also touts a ten-year high in the percentage of graduates who have taken and passed at least one AP exam by graduation, which reached 44.8% this year. But what the release failed to point out is that that percentage represents virtually no change since 2005, when the figure was 44.1% of all graduates. In contrast, Great Neck South and Horace Greeley put 80% of their students through with a passing grade, Edgement High School 87%. Clearly, though technically correct, the "ten-year highs" claim obscures the fact that improvements in key areas have been marginal or declined over a number of years in the GHS AP program.

Also not mentioned in the press release are some disturbing negative trends in the most rigorous AP courses. For example, the number of GHS students taking the AP Biology exam has fallen by nearly half since 2007. When Connecticut's state government is spending millions to nurture a biotechnology industry here, our school system should be working to expand enrollment in that discipline, not let it decline. In addition, the number of students taking AP science exams overall was virtually unchanged over the past year, and only marginally higher than in 2005.

We have also seen virtually no improvement in the number of students taking AP Calculus since 2006. Though an initiative to raise the percentage of students taking Algebra by eighth grade was initiated six years ago, a move that should have resulted in more students qualifying to study Calculus in high school, the initiative has fallen short.

There are also some notable declines in core subjects in the social sciences and humanities. The number of students taking the AP English Literature exam has dropped by over 40% since 2007, marking a ten-year low. The number of students taking AP French has dropped by two-thirds since 2005. The number of students taking AP European History has also dropped over the past three years.

The bulk of the increase in AP tests taken come from the introduction of the new Comparative Government course in 2009, and a large increase in students taking Psychology. It is positive that students are taking AP courses overall. But we should be targeting the core courses that are the most rigorous and contribute to a solid secondary school education: math, science, history, languages. In many of those core courses, we've seen multi-year declines.

The motto of Greenwich Public Schools reads: "Setting the standard for excellence in public education." If our town's school system is to turn that aspiration into a reality, it is imperative that the BOE set a high standard for our Advanced Placement program, and hold the administration to the attainment of those standards each year. Simply claiming "ten-year highs," when in many key areas we've seen declines or lack of real improvement does not move us toward a standard of "excellence."

Former U.S. Rep. Christopher Shays, R-4th, will seek the Republican nomination for the 2012 U.S. Senate election, sources close to the former Fairfield County lawmaker confirmed Friday.

He is likely to be in a primary fight with Linda McMahon, who was the GOP candidate for U.S. Senate in 2010 when she lost to Democrat Richard Blumenthal despite spending $50 million of her own funds for a primary and the general election.

Sources close to McMahon, the former World Wrestling Entertainment executive, Friday said there is no doubt she will give it another try now that U.S. Sen. Joseph I. Lieberman, I-Conn. is not seeking re-election.

McMahon also told The Associated Press she's "leaning strongly" toward getting into the race and will make a final decision within the next six weeks.

Greenwich Real Estate Big Shot Charged With A Felony Under Leandra's Law

The Greenwich chairman and CEO of Robert K. Futterman and Associates was arrested and charged with aggravated driving while intoxicated under Leandra's Law after being stopped in Bridgehampton Saturday night with four children under the age of 16 in his vehicle, police said.

Leandra's Law (Child Passenger Protection Act) is a New York State law making it an automatic felony on the first offense to drive drunk with a person age 15 or younger inside the vehicle, and setting the blood alcohol content, or BAC, at 0.08.

The bill was unanimously passed by the New York State Assembly and the New York State Senate and then signed into law by Gov. David Paterson on November 18, 2009.

The law is named after Leandra Rosado, an 11 year old girl, was killed on the Henry Hudson Parkway in New York City on October 11, 2009 when her friend's mother, Carmen Huertas, flipped the car they were in while allegedly under the influence of alcohol.

Six other children were also injured during the incident.

Robert Futterman, 52, who is one of the most prominent and powerful names in Manhattan Greenwich retail leasing, also was charged with four counts of endangering the welfare of a child and aggravated unlicensed operation of a motor vehicle.

Robert K. Futterman & Associates, is the largest independent retail agency in New York.

The Port Authority of New York and New Jersey has hired Futterman to serve as a consultant on the estimated 500,000-square-feet of retail space planned for the new World Trade Center; that he was chosen to consult on the project suggests Futterman might also get to lease the space once it's actually complete.

He's looking to expand his business overseas these days, too, particularly to construction-crazed Dubai.

Although his company started out tiny, it's grown considerably and now boasts 75 brokers in its New York office alone, with a growing presence in the Los Angeles, Las Vegas, San Francisco, and Miami markets.

His main competitors are Jeff Winick's Winick Realty Group and Bruce Sinder's Sinvin realty, as well as the retail brokerages at conglomerates CBRE, Cushman and Wakefield, Newmark Knight Frank, and Prudential Douglas Elliman, which is run by Faith Hope Consolo.

08/22/11 Greenwich Police Blotter: Greenwich Man Arrested For Alleged Handgun Discharge

Greenwich police used a Taser to subdue a 49-year-old man after he allegedly discharged a handgun into a wooded area behind a home in northwest Greenwich this afternoon.

Police responded to a report of shots fired in the area of 68 Cutler Road near the state line with New York at 2:25 p.m. and met the homeowner's son, Thomas Belluci, at the residence, according to police.

Mr. Belluci allegedly told the Greenwich police that he had not heard shots fired nor had he discharged a firearm. Police said Mr. Belluci allowed officers into the home, where they performed a visual search.

Police say while they checked the residence, Mr. Belluci went into a bedroom and slammed the door shut.

He was then ordered to exit the bedroom but did not comply, according to police reports.

Upon opening the bedroom door, police said they observed Mr. Belluci "bending over several long gun cases," according to police. Police then ordered Mr. Belluci out of the bedroom.

When questioned further, police say Mr.Belluci told them he had discharged a handgun into a wooded area at the rear of the home while standing in the kitchen, police said.

Police reports say Mr. Belluci was uncooperative in providing further details as to where the handgun was located, according to police.

Police placed Mr. Belluci under arrest, and say when they attempted to handcuff Mr. Belluci allegedly resisted and attempted to pull away.

Police say a struggle ensued and police used a Taser to bring Mr, Bellici under control.

Police later located a handgun and secured it as evidence.

Mr. Belluci was charged with unlawful discharge of a firearm, interfering with an officer, second-degree breach of peace and first-degree reckless endangerment. He was unable to post $10,000 bond and held in custody.

Mr. Belluci is scheduled to appear in state Superior Court in Stamford on Aug. 29.

08/22/11 Greenwich Man With Outstanding Warrants Robs And Assaults Woman In Norwalk

A Greenwich man wanted on two active warrants was arrested Sunday after a passing motorist called 911 to report the apparent assault of a woman near Norwalk City Hall, police said.

The witness called police shortly after 5 p.m. after she saw a man strike a woman on Sunset Hill and steal her purse, police said.

The motorist pulled over to consult the shaken victim, who told police that her ex-boyfriend’s brother — later identified as Mark Pelazza, 22, of 1 Seitz Lane, Cos Cob — had grabbed her and taken cash from her purse over an argument involving owed money, police said.

Norwalk police quickly responded to the scene and arrested Pelazza near City Hall. He was charged with second-degree breach of peace and held on $2,000 bond.

Court records show Pelazza is wanted out of Greenwich for violating a special condition of his probation that requires he undergo substance abuse evaluation and treatment.

Pelazza was arrested in April after his mother called police to report that her son had thrown a bottle of handle sanitizer at her face after she refused to let him borrow money so that he could treat his girlfriend to dinner, court documents show.

A Norwalk Superior Court judge on Monday ordered Pelazza be held on $100,000 bond and transferred the case to the Part A docket in Stamford, where more series matters are handled.

Shays moved to Maryland after losing his congressional seat in the 4th District to Democrat Jim Himes in 2009, but he and his wife bought a condominium in Bridgeport last year.

"Betsi and I excited to be back in Connecticut," Shays, told the paper. "These are all the steps that I am taking so that I can have the opportunity to run for Senate. I hope to be on the ballot next November."

A moderate Republican, Shays was a main sponsor of campaign finance reform legislation in the early 2000s. He only narrowly won re-election in the Democratic wave of 2006, with the debate centering around his strong support for the Iraq War, and then was narrowly defeated in the second Democratic wave of 2008.

Shays will likely face a primary against former World Wrestling Entertainment CEO Linda McMahon, who was the unsuccessful Republican nominee in the 2010 Senate race, and has been eyeing the 2012 contest. On the other side, the Democratic primary is currently between former Connecticut Secretary of State Susan Bysiewicz, Rep. Chris Murphy, and state Rep. William Tong.

Shays will likely face an uphill battle against former Worldwide Wrestling Entertainment CEO Linda McMahon in the Republican primary. McMahon spent $50 million of her own money on her 2010 Senate bid, but lost to now-Sen. Richard Blumenthal (D-Conn.).

Water main repairs underway

The 29-day repair project to fix the water main in the Glenville area began Monday.


....Traffic was flowing smoothly through the intersection of Glenville and Riversville roads Monday morning as Aquarion Water Co. began a 29-day repair project after water main breaks in late July and early August closed the intersection, rattled nerves and cut water to local businesses and residences.

Two-way traffic on Riversville Road -- originally planned to be simultaneous on the northbound lane while repairs are done on the closed southbound side -- will be limited to alternating one-way traffic coordinated by police officers, town officials said.
"We determined that there will not be enough lane width in the northbound lane to maintain simultaneous two-way traffic," Melissa Evans, the town's traffic operations coordinator, said in an email Monday. "Two-way traffic will still be allowed but the delays will be longer."....

....The project team will continue its coordination with the Board of Education to keep school bus traffic moving smoothly, town officials have said.

Work is expected in the area from 7 a.m. to 5 or 6 p.m. each day for the duration of the estimated 29-day project.


  • Town unveils plans for temporary fire station in Horseneck lot

    Temporary downtown fire station: Project clears first hurdle with selectmen's OK

    A plan to build a temporary fire station in the Horseneck commuter parking lot that would serve the downtown during construction of a new headquarters has cleared its first hurdle, with the Board of Selectmen giving its blessing to the $1 million project.

    Plans call for the town to put up two buildings on the western portion of the lot near Horseneck Lane and Shore Road to house an engine company while a new central station is built at Havemeyer Place......

    ....About 47 of the lot's 350 commuter spaces would be lost to the temporary structures under the proposal, which needs approval from the Connecticut Department of Transportation because one building's footprint touches a state right-of-way next to Interstate 95.

    "Where are people going to park?" Selectman Drew Marzullo said.....

    ....Despite an appeal from preservationists to save the Art Deco-era building, town officials have recommended that the current fire station be torn down and replaced with a new structure. They say the costs of renovating the building far outweigh the benefits, with the price tag of a code-compliant new facility estimated at $20.5 million, compared to $28.9 million if the town were to go the preservation route.

    Preservationists have questioned the building standards used by the town for pricing the renovation, however.....

  • Hearings on rail and bus hikes Tuesday

    CTTransit riders in Stamford would see the discontinuation of the Bulls Head...

    Stamford will host a public hearing Tuesday on proposals to hike rail fares 16.4 percent, cut CTTransit bus service and add a dime to the cost of a bus ride. Opponents said Monday they were hopeful a slate of givebacks by state workers will halt the plans.

    Connecticut Rail Commuter Council Chairman Jim Cameron said train and bus riders need to turn up to a hearing in Stamford from 4 p.m. to 6 p.m. and 7 p.m. to 9 p.m. at the University of Connecticut Stamford on Broad Street and Washington Boulevard......

    ...Based on Metro-North Railroad's mileage-based formula for determining fares, the 16.4 percent fare increase would make travel from Connecticut New Haven line stations 3 percent more expensive than from New York hubs, according to Daniel O'Connell, director of operations, planning, and analysis for Metro-North Railroad.....

    ...O'Connell said as a result of the higher Connecticut cost, Metro-North would pay Connecticut about $1 million annually to compensate for the lower New York fares ....

  • Greenwich interns honored at town hall

    Greenwich resident Noelle Gmitter, 19, clutched a crumpled sheet of lined paper in her hands as if holding on to precious memories of playing double Dutch on the concrete and scoring touchdowns during impromptu football games against 6-year-old competitors outside Stamford's Yerwood Center.

    Skimming the sheet one last time, she rose from her seat in the Cone meeting room of town hall Monday and strode to the podium with an air of confidence to address nearly 30 people who attended an awards ceremony Monday in recognition of Greenwich interns who worked at the West Side community center this summer......

    ....Greenwich resident and former Republican candidate for U.S. Senate Linda McMahon, First Selectman Peter Tesei, and Yerwood Center Executive Director Eugene Campbell awarded certificates to Gmitter and her fellow teen and young adult coworkers to celebrate the completion of their eight-week summer internships. Stephen Ross, India Martinez, Joseph Carey, Rejinal Gachelin, Katelin Ford, Chris Flores, and Walter Jones were among the interns honored.....

    ....Campbell plans to replicate the program at Greenwich High School in the coming academic year to provide additional employment opportunities for teens in Greenwich. Dean of students Lorraine Termini views the internship as an opportunity to integrate African-American and Hispanic students into the greater community and form lasting connections, she said.

    "It was a good experience for me," said Walter Jones, a 23-year-old in the midst of applying to Norwalk Community College. "The first couple days, it was challenging managing so many kids, but over time we established a good relationship, a good bond."

With three two-week stints at University of Bangor, Cardiff University, and Aberystwyth University, Borchetta cycled through a whirlwind of social science classes on everything Welsh -- from the country's economics to their language to their political science and history.
