Dear Greenwich Roundup,

In Monday's Greenwich Time there was absolutely nothing about what was going to be discussed at that night's RTM meeting, despite many calls from myself and other school parents during the previous week.

The RTM meeting was never listed in the town meeting calender of the Greenwich Time.

Then on Tuesday the Greenwich Time Comes out with the following headline:

RTM LEADER IRKED BY VOTE RULES

Greenwich Time staff reporter Niel Vigdor chose to focus his article on something that took up only a few minutes of the RTM Meeting and virtually ignored the cell tower issue that took up over 80% of the entire meeting.

Now this morning's Greenwich Time only reports this little bit about the cell tower issue that dominated last nights RTM meeting.......

"Byrne's harangue opened up a long night for the legislative body during its second meeting of the new term, which was scheduled to culminate with a debate over a nonbinding resolution banning the location of cell towers within 1,500 feet of accredited schools.

The discussion on the resolution, which was borne out of a controversial proposal by T-Mobile to build a tower next to North Mianus School, didn't start until 10:15 p.m. at Central Middle School, where parents gathered to show their support for the safety measure.

"You have an opportunity tonight to send a very clean and clear message," said Peter Sherr, a school board member."

There was nothing about the discussion to including a Byram park in the sense of the meeting resolution amendment, nor was there anything about First Selectman Peter Tesei's promise to form a special cell tower committee.

I am told the Greenwich Time reporter didn't even bother to stay for the cell tower discussion.

He just stopped in to grab a few sound bites for a sloppy Greenwich Time front page article.

RTM moderator angered over vote rules

The head of the Representative Town Meeting lashed out Monday night when his authority to cast tie-breaking votes on legislative business, including the election of officers, was called into question by rank-and-file members.

RTM Moderator Thomas Byrne said it was his prerogative to break a tie in January's vote for moderator pro tempore won by incumbent Joan Caldwell over Paul Curtis 100 to 99 with one abstention.

"The rules of the RTM were precislely followed," Byrne said. "There was nothing improper."
But when several members tried to amend the legislative body's minutes from the January meeting to reflect that Byrne cast the tie-breaker, things got testy.

Christopher von Keyserling, a District 8/Cos Cob delegate and RTM Appointments Committee chairman, appeared to get under Byrne's skin when he suggested that he recuse himself as moderator during a discussion of the controversial vote.

"I'm wondering if you want to come down and join me in the debate," said von Keyserling.....

....."I am not recognizing you, Mr. von Keyserling," Byrne said. "Excuse, Mr. von Keyserling, you do not have the floor."

Byrne earlier argued that the 230-member legislative body's rules and Robert's Rules of Order allow for the presiding officer of such an assembly to vote last if needed to break a tie.....

COMMENT:

If Greenwich Time Reporter Niel Vidgor wont properly cover the cell tower issue, then it looks like Greenwich Roundup is going to have to get involved and do the story for him.

A backer of a Representative Town Meeting resolution Monday on cell towers said it sends a strong signal to state officials that the town doesn't want cell towers looming over schools.

"We believe this a clear statement of the town's desires as far as placement of cell towers," said Greg Schulte, a District 12/Havemeyer member who authored the resolution. "We were very pleased with the margin of the (vote)."

The resolution to prohibit cell towers from being within 1,500 feet of accredited schools received overwhelming support at the RTM on Monday, where it passed 124 to 29 with 13 abstentions....

....The resolution arose out of concerns by North Mianus residents regarding a proposed cell tower on Palmer Hill Road close to North Mianus School, he said. Schulte praised the work of two residents, Karen Ayoub and Christine Ragusa, in spearheading neighborhood opposition last year.

Peter Berg, a District 8/Cos Cob member and chairman of the RTM's Land Use committee, expressed disappointment an amendment suggested by his committee that would prohibit cell towers in the Montgomery Pinetum was defeated.

"The purpose of the resolution was that we want to protect the kids but we don't want to do it at the expense of our scarce protected open space," he said about the 91-acre site in his district.
That amendment failed by a vote of 155 to 27 with three abstentions.....

....many parents and child safety advocates, some toting bumper stickers saying "No Cell Towers Near Our Schools."

Berg expressed admiration for that district's lob-bying effort.

"The District 12 contingent made it a case that this was just about the kids and said they wanted to keep it simple," he said. "I think they did an effective job of campaigning. That influenced a lot of members."

Another amendment suggested by Jim Boutelle, chairman of District 8/Cos Cob, also failed to get support, which left him bewildered.

"I was stunned," Boutelle said Tuesday. "Because it was late, I am not sure the majority of the members understood what I was trying to do."

His amendment, which failed by an 84-74 vote.....

.....First Selectman Peter Tesei announced to the assembly that the town is forming a task force to look at the broader issue of cell tower siting......

.....Some residents advocated that the town take a much broader-based approach to the issue of cell tower construction.

"I don't necessarily think drawing circles around schools is a way to make this decision," said Matt Armstrong, a former RTM member from Cos Cob.....

Superintendent of Schools Dr. Sidney A.Freund has appointed Dr. Stacey Gross as the Assistant Superintendent for Curriculum, Instruction andProfessional Learning (CIPL), effective July 1, 2010. After a national search and an interview process thatincluded both internal and external candidates, Dr. Gross was identified as the most highly qualified for theposition.

Dr. Freund said, “As an educator for 24 years - 18 of which have been spent with the Greenwich PublicSchools - Stacey Gross brings a wealth of experience, expertise and talent to this position. She is a masterfulinstructional leader, a strategic facilitator, and a skilled collaborator. As Assistant Superintendent for CIPL, Dr. Gross will be responsible for working with district coordinators as well as with building leaders on curriculum development, a continuous program for the development andimprovement of instructional practices, and a coordinated professional learning program that supports Board anddistrict goals and initiatives.The search for a new Western Middle School Principal will begin immediately.

Bio Brief:

Dr. Stacey GrossAn educator for 24 years, Dr. Gross joined the Greenwich Public Schools in 1992 as a Special Educationteacher, was the first Housemaster for Greenwich High School’s Cantor House from 2003 to 2006, and has beenPrincipal of Western Middle School since 2006.

She has been Lead Principal for the District working under theguidance of the Deputy Superintendent to support first, second and third year principals, and was recentlynamed the 2010 Connecticut Middle School Principal of the Year by the CT Association of Schools.

As Principal of Western Middle School, Dr. Gross has led the school in increasing achievement for all students,and in closing gaps in achievement among student sub groups. This year, she guided the staff in an explorationof the International Baccalaureate Middle Years Program, resulting in a staff decision to adopt the program.

She has worked with the Western staff to create a comprehensive approach to increasing academic achievement andimproving the social-emotional learning experience for all students. This plan resulted in an increase in student engagement and achievement, an increase in participation in extra-curricular activities, and a dramatic reductionin disciplinary issues.

She has been instrumental in developing and implementing numerous classes andprograms designed to address the specific needs of students; including a collaboratively taught ESL/ReadingEnglish class, a “Structured Reading” support class, Peer Mentoring and Mediation programs, a StudentCouncil, and an Advisory program.

In addition to her outstanding contributions to the school, Dr. Gross works at the District level to support improvement efforts as Lead Principal training and advising first, second and third year Principals; as a memberof the District Data Team developing the Strategic Improvement Plan for the District; and as a Tri-Chair of theVision Implementation Team ensuring that the Vision of the Graduate becomes a reality.

Dr. Gross began her career in education in 1986 as a teacher for the These Our Treasures Preschool in Bronx, N.Y. In 1987, she moved to The Hallen Center for Education in Mamaroneck, N.Y., a comprehensive special education school.

From 1989 to 1992, she was a middle school educator for the Southern Westchester Board of Cooperative Services in Rye Brook, N.Y. at the Ardsley Middle School.

Dr. Gross received her Bachelor of Arts Degree in 1986 with a Major in Psychology, from Fordham University at Lincoln Center, New York City, NY.

FATAL MVA

On Monday, March 8, 2010 at approximately 11:40 P.M., the Emergency Dispatch Center received a 911 call reporting that a car had struck a building at 1064 East Putnam Avenue.

Greenwich Police, Fire, and GEMS were detailed. Upon police arrival on scene it was discovered that a single car had struck the west facing side of 1064 East Putnam Avenue, directly across from Saint Catherine's Church.

The operator and sole occupant of the vehicle was trapped within the car due to impact damage. The Greenwich Fire Department extricated the operator from the vehicle and GEMS transported him to Stamford Hospital where he was pronounced dead.

The deceased is identified as:

David H. Roberson, Age 42, DOB- 09/22/1967 16

Hassake Road, Old Greenwich, CT

An at scene investigation has revealed that Mr. Roberson was traveling eastbound on East Putnam Avenue approaching Riverside Avenue when his vehicle went out of control and struck the building.

The crash remains under investigation by the Traffic Section Crash Reconstruction Unit.

I enjoyed reading the suggestions from one of your readers and your reply.

The suggestions were well thought out and so were your answers. Reading your answers was one of the most interesting things you have written. It gave me a much clearer picture of just who you are , the problems under which you work and the roadblocks you have had to face in getting the whole story at times.

Being a pretty much one finger typist also (the keyboard is just too sensitive for my clumsy meat hooks) I appreciate the problems with that.

The number of hits you mention your blog gets doesn't sound too bad.

What is the production run of the infamous GT?

Things like that do go by plateaus and I think there will be an upswing coming.

I am still amazed what you produce virtually alone!!

Keep going a second voice is needed in Greenwich.

I am told the Greenwich Time daily press run averages out to about to 8,900 copies each day.

The run increases on the weakened and peaks on Sunday.

Greenwich Roundup's pattern is the exact opposite.

The web traffic is higher during the week and the number of Greenwich Roundup visitors dip on the weekend.

This is the first donation of the year for the foundation. Last year First County Bank Foundation donated a record $567,276 in grants to area non-profits.

EMPLOYEES DONATE $44,474 TO UNITED WAY

STAMFORD, Conn., March 9, 2010 -- First County Bank Foundation Inc. recently donated $25,000 to United Way agencies located in southwest Connecticut. In addition to the foundation’s donation, First County Bank employees donated $19,474 in 2009 for a total of $44,474. The bank has been providing financial support for United Way agencies in lower Fairfield County for more than 30 years.

“United Way’s activities are helping millions of people enjoy a better life,” said Rey Giallongo, executive vice president at First County Bank. Giallongo also is chairman of the board of directors for United Way of Western Connecticut. “United Way helps children and youths achieve their potential. It promotes financial stability and independence. And it improves people’s health. These are some of the same principles we practice here at the bank and/or sponsor through our First County Bank Foundation. This year’s donation is our way to say ‘thank you’ for the hard work United Way chapters put in every year to benefit the citizens of Stamford, Norwalk, Darien, Greenwich, New Canaan and Westport.”

“As we’ve already seen, 2010 is going to be a challenging time especially for those people and countries affected by natural disasters. However, in our own backyard of Fairfield County, more and more people are finding it difficult to afford health care, find affordable housing and earn a degree,” explained First County Bank Foundation Vice President Katherine Harris. “These local United Way chapters are going to be stretched to their limits. So it was with great pride that we presented this $44,474 check to United Way to help local chapters continue to support community and economic development for children and families in Fairfield County.”

Established in 2001 in honor of the bank’s 150^th anniversary, First County Bank Foundation was created to distribute funds annually to nonprofit organizations that support community and economic development for children and families.
