A Norwalk man was arraigned Tuesday on criminal charges after being accused of stealing copper downspouts and roofing panels from a school and a home in Greenwich. Andrew Woltmann , 31, of Ohio Avenue, Norwalk, was charged by Greenwich police Monday with third-, fourth- and fifth-degree larceny and was held in lieu of $5,500 bond.
