Town: Housing Authority needs emergency plan



Power was back at the Armstrong Court public housing complex on Monday evening, a week after Hurricane Sandy left more than half of Greenwich in the dark, but there is a debate over whether the Greenwich Housing Authority should have a plan in place to respond to such emergencies.
