WHY I AM RUNNING FOR OFFICE

The election for local officials is almost upon us. We candidates for office have our signs all around town and whatever else you may think of it, for me it is the expression of a vibrant democracy.

As an immigrant in this land of immigrants I prize the freedom to cast a vote above all the other wonders of my adopted country. Not for nothing are we described as the greatest democracy on earth and I encourage everyone to exercise this fundamental right.

So what is at stake in this election?

Simply this - the good governance of our town. New leadership is needed to address major issues, the slow downward drift of our public schools, our failing infrastructure and the performance of our utility companies. A few months ago I set these as my principal strategic goals and I have made them central to my campaign.

As a business manager with 30 years’ experience managing large budgets and major projects and 10 years as an entrepreneur creating 30 jobs in my private company I have learned to identify problems, set strategic goals, and implement solutions. I am running for First Selectman to bring these skills to the leadership of our town as its new chief executive.

For me and my family Greenwich is the most wonderful place in the world and we can say that because in our international lives we have seen most of the rest of it. From the moment we arrived, 28 years ago, we were in love with America and with Greenwich and we decided to stay.

These statements are in no way incompatible with the need for change. Even the best can get jaded and my business sense tells me that the status quo is not quite up to the standard that we expect in Greenwich. I intend to shake us out of a certain lethargy; I have plans on the education front (costing not much money, if any), plans to avert impending disaster on the No Child Left Behind law, new initiatives for AP, ALP and ESL; there will be immediate implementation of sidewalk and traffic calming initiatives that have been shelved for no good reason. I intend to conduct a review of major spending plans like the Central Fire Station. Our emergency plans and our relationships with the utility companies will be given new scrutiny and we will for the first time embark on true strategic planning for infrastructure renewal. I have plans for the better management of operations in Town Hall so that we, the customers of town services, are better served.


Keeping taxes low is a goal we all share and I will continue the policy of restraint that keeps increases predictable in the range of 2-4%. But benign neglect of our capital infrastructure cannot continue – delay always costs more in the end. It makes sound business sense to finance our infrastructure renewal, large multi-generational projects such as schools, flood control and sewer investment, with long term financing. The alternative is the continuation of genteel decline under a frozen-in-place administration.

In summary, I want to chart a new sense of direction for Greenwich. My vision is for a town that young families want to come to because the education we offer is second to none; where our seniors wish to stay because town services for seniors are unparalleled. And in the words of the Greek proverb it will be a great society where old men plant trees whose shade they know they will never sit in. Our unique democracy affords us the opportunity every few years to hand the helm to a new leader and I ask you to do just that on November 8th and give me your vote of confidence to implement my vision.

October 24, 2011, Greenwich, CT – The Weitzman Youth Award for Jewish Philanthropy will be awarded to 12 members of Greenwich High School's Israel Club on Saturday, December 3rd, at the UJA Federation of Greenwich's Annual Gala. The Weitzman award is given to students who exhibit innovation, creativity and dedication to Jewish Philanthropy.

When the Rwandan genocide began in April 1994, Eugenie Mukeshimana was six months pregnant. She went into hiding, staying at a succession of safe houses, spending weeks at a time hidden. Her husband did not survive. In the aftermath, Eugenie had no other choice but to rebuild her life from scratch. The responsibility of raising her newborn daughter as a single mother, gave her an incentive to rise above and beyond survivorship.

The American Service Academies Program chooses cadets and midshipmen from our U.S. armed forces and gives them an opportunity to participate in an intensive three week program dedicated to learning about the Holocaust and Military Ethics. The program is run through the Auschwitz Jewish Center.

During a three week tour of Poland, participants met Holocaust survivors and rescuers (Righteous Christians), worked with scholars, visited Holocaust sites and significantly explored the role of military leadership and ethical responsibility as it relates to their career choice.

Join us for a panel discussion to hear from them first hand about their experiences and the importance of Holocaust remembrance and ethical leadership.

Man Arrested In 13-Year-Old's Shooting Death

An 18-year-old has been charged with murder in the Sunday night shooting death of a 13-year-old boy. Science Burress of Lodge Street in New Haven also is charged with possession of a sawed-off shotgun, first-degree reckless endangerment and unlawful discharge of a weapon, police said at an afternoon press conference.

I have properly made FOIA requests for more than a thousand documents legally required to be located in The Town Clerk Office located at 101 Field Point Road.

Instead of documents, my requests have been met with bafflegab.

When anyone makes a FOIA request The Town has just 2 options:

1. Immediately produce the document(s).
2. Immediately deny access to the document(s) with an explanation.

Failure to take either of these actions within 4 days is tantamount to an unexplained denial that can be appealed to The Freedom of Information Act Commission within 30 days of the denial--an appeal I have made repeatedly.

I did not ask to see MISA Building Committee minutes. The Board of Education does not have the documents I asked to see. If the documents I asked to see exist at all, according to FEMA, they must be available to the public in your office. If you do not have the documents I asked to see, you must tell me so, and you must explain to me why you do not have the documents.

According to the Federal Emergency Management Agency (FEMA) National Response Framework Resource Center (NFR-RC) National Incident Management System (NIMS) web site, pursuant to the Emergency Release Notification Requirements (Section 304) of the Emergency Planning and Community Right-to-Know Act (EPCRA) every document relating, in any way, to the discovery of Polychlorinated Biphenyls (PCBs) while building the Music Instruction Space and Auditorium (MISA) parking lots without required Army Corp of Engineers (ACE) permits at a facility legally known as 10 Hillside Road, Greenwich, Connecticut 06830 (Greenwich High School—GHS) is located in Local Emergency Planning Committee (LEPC) files at 101 Field Point Road, Greenwich, Connecticut 06830 in the office of The Town Clerk, available 24/7/365, and must be reported to the Connecticut State Emergency Response Commission (SERC); Connecticut Department of Energy and Environmental Protection (DEEP); Army Corps of Engineers (ACE); Toxic Substances Control Act Administrator (TSCA); United States Coast Guard (USCG); as well as literally hundreds of other municipal, state, and federal boards, agencies, and departments.

If you do not have these documents; or if the Town of Greenwich reopened GHS without ever properly evacuating, testing, and reporting this Toxic Substances Control Act (TSCA) "incident" to the Department of Homeland Security (DHS) in violation of Clean Water Act (CWA) Comprehensive Environmental Response, Compensation and Liability Act (CERCLA --"Superfund"), Occupational Safety and Health Agency (OSHA), FEMA, Department of Health and Human Services (HHS), and Advisory Council on Historic Preservation (ACHP) legislation, among others; or never bothered to create, or implement, a Local Emergency Planning Committee, (LEPC) you are required to immediately tell me so.

The public has a legal right to know how much deadly poison has been discovered on this school site built without permits on illegally deposited landfill; how the lives of our schoolchildren, teachers and community have been protected; and how government agencies determined the remediation conducted to date is both legal and sufficient.

PCB remediation is a deadly serious business immediately and directly affecting the lives of our children, teachers, and community. It is not a game of "Whack-A-Mole".

Pursuant to Connecticut Freedom of Information Act Commission testimony by The Greenwich Town Attorney, Mr. John Wayne Fox, on September 27, 2011 with regard to PCB remediation at 10 Hillside Road, please immediately advise if the following documents are in your files located in Town Hall, and if so, when it would be convenient for me to come to your office to see them:

1. Certified Mail Notification to all abutting and downstream property owners that measurable PCB concentrations have been discovered at the 10 Hillside Road facility.

2. Notice filed by your office in a Greenwich newspaper of record that measurable PCB concentrations have been discovered at the 10 Hillside Road facility.

Sisterhood's new monthly book club will begin with My Father's Paradise by Ariel Sabar. The discussion will be led by Marilyn Schwartz, a Temple Sholom member and experienced book club facilitator. Our book club meeting will take place in the Davis Lounge.

For his first 31 years, Ariel Sabar considered his father, Yona, an embarrassing anachronism. Yona was a UCLA professor whose passion was his native language, Aramaic. Ariel was an aspiring rock-and-roll drummer. The birth of Sabar's own son in 2002 was a turning point, prompting Sabar to try to understand his father on his own terms.

In searching out his father's past, Sabar vividly depicts daily life in the remote village of Zahko, where Muslims, Jews and Christians banded together to ensure prosperity and survival, and in Israel (after the Jews' 1951 expulsion from Iraq), where Kurdish Jews were stereotyped as backward and simple. Sabar's career as an investigative reporter at the Baltimore Sun and elsewhere serves him well, particularly in his attempt to track down his father's oldest sister, who was kidnapped as an infant. In this beautifully-written work of non-fiction, Ariel Sabar offers something rare and precious - a tale of hope and continuity that can be passed on for generations.
