Union members call for criminal probe of GMEA finances

Members of the Greenwich Municipal Employees Association (GMEA) are looking to open a criminal probe, claiming that their president might have been misusing funds.

A member of the GMEA has been in contact with the State’s Attorney’s Office and with the Greenwich Police Department. Det. Mark Marino of the Greenwich police is expected to make contact with the union members within the next few days to investigate their claims. Should they be warranted, the investigation could then be turned over to the State’s Attorney’s Office.

.....union members who completed their examination of the union’s books this month and claim that GMEA President Rosalie Mastropaolo has misused union funds.

GMEA member Melissa Evans, who is among those who examined the GMEA’s financial records after the Connecticut Board of Labor Relations mandated they be released, met with the Post on Tuesday. She said the financial mismanagement goes beyond initial allegations of union funds being used for concert tickets and meals......

.....GMEA held its regular monthly meeting Tuesday afternoon. The Post attempted to attend to hear the board’s side of the accusations, but was ejected from the meeting at Ms. Mastropaolo’s request. Ms. Mastropaolo refused comment for the story.

Combative, Unrependent, full of a sense of their own power. That is the impression that comes across from the majority of the GMEA Executive Board. "Mistakes Were Made" that is the talking point used most by GMEA Board members. Let's just put this behind us and move on. That's what every thief saids once they have been caught. I didn't know I was doing something wrong. They have hundreds of people incarerated right now that are saying that as they wait for an appeal. They could at least fake being sorry about spending the Union's money on frivolous items. It leaves a nasty taste in my mouth, because GMEA's Executive Board sound just like lying politicians when they are caught out..so sad.

This is such disgusting. The Board of GMEA has such a sense of entitlement and they are living in a fantasy world. "Mistakes were made, Lets move on?" I am no lawyer, but if these accusations are true, they have committed Grand Larceny. They have stolen dues from hard working individuals that they are supposed to represent, who have not had a raise in over a year. The Board has committed the sin of gluttony by going to fancy dinners, concerts, trips to Vegas, etc. Did they not think that they would have to pay for their actions? The GMEA board disgusts me, and so do the people that continue to believe the lies that they spew, because they allow this behavior to continue.

Zoning commission considers zoning amendments

A Cos Cob resident who also chairs the Representative Town Meeting's land use committee is welcoming proposed zoning changes that could control the spread of banks in town.

"I am very pleased that they are proposing new regulations to control the number of banks," said
Peter Berg....

.....The Planning and Zoning Commission will meet Tuesday night and hold a public hearing on many proposed changes to the town's building zone regulations....

....The commission is also looking at other changes including preventing an existing drive-through, like a bank, to be automatically converted to a drive-through for a fast food restaurant.

Other changes include tightening up office use in business zones to ensure retail businesses are on the first floor to maintain continuity of store frontages. The commission is considering a change that would exclude real estate, insurance, employment or travel firms from locating on the first floor of buildings in the neighborhood Local Business Retail zone or the central Greenwich Business zone.

The prohibited businesses do not rely on customers to come in to their offices, according to the note accompanying the amended regulation...

....The commission is also considering amendments in the R-6 (two-family property) zone to ensure development of new or renovating existing housing doesn't affect drainage, parking and open space.

The hearing on the proposed zoning regulation changes is only part of a busy agenda with a number of high-profile applications.....

....The site of the former Cos Cob Power Plant at 22 Sound Shore Drive, which the town proposes turning into a 9.7-acre park, is back on the agenda after a number of questions, including whether part of the development may be in an area that could be in danger from storms and possibly run afoul of Federal Emergency Management Agency guidelines.

A proposed expansion at a Cos Cob marina and club is back in the commission's lap after some pointed questioning during its last appearance on Feb. 9.....

Tom Foley, candidate for Governor, released his latest round of endorsements adding to a list of prominent Republican activists supporting his campaign. With these additions, Tom Foley now has the public support of 25% of the Republican State Central Committee.

Dear Friends,

Last week, an elderly gentleman in Fairfield asked me whether I thought the United States was still governable and looked wistful as he recalled the labors and successes of his peers, a group we have now come to call "the Greatest Generation."

AldrinI reminded him that I'm still new to Washington, but said that yes, I thought we were capable of addressing the huge challenges we face. I believe that it is a consistent, reliable, even predictable truth of our history that we rise to our most difficult challenges. We may not do so as smoothly or as rapidly as we would like, but the children who watch Sputnik fly overhead eventually band together to see an American plant a flag on the moon. Without fail. Not easily, but without fail.

It is in that spirit that I return to Washington to push for health care reform. To work with the Senate to get financial regulatory reform signed into law. To advance a smarter, more forward-looking energy policy. To take up the subject that will determine the success of my generation's moon landing: education.

But I cannot do it alone and need your help. Can I count on your support at this challenging time?

Despite the examples of the Apollo program, the civil rights movement, and the nation's great commitment to public education, there are those who believe that we achieve our highest purpose when we are left alone, when we denigrate our collective efforts, when we sow anger and hatred for our national institutions. In anxious times like these, they may succeed.

But not if you stand up with a forward-looking "yes" to match their backward-looking "no."

NAMED CONNECTICUT MIDDLE SCHOOL PRINCIPAL OF THE YEAR!

Dr. Stacey Gross has been named the 2010 Connecticut Middle School Principal of the Year by the Connecticut Association of Schools (CAS). She will be honored by CAS at an awards ceremony in Portland, CT and at the National Association of Secondary School Principals (NASSP) - Principal’s Institute in Washington, D.C. in the Fall of 2010. Her application will also be submitted for consideration in NASSP’s 2011 National Middle School Principal of the Year program.

Superintendent of Schools, Dr. Sidney A. Freund said, “Stacey Gross is an exemplary Principal - an effective and collaborative leader, a supportive colleague, and above all, a passionate educator committed to ensuring that every student succeeds in school. She really “gets” middle school students. We are delighted that she has been selected by CAS for this well-deserved recognition as the State’s Middle School Principal of the Year – I couldn’t agree more with their wise decision.”

As Principal of Western Middle School, Dr. Gross has led the school in increasing achievement for all students, and in closing gaps in achievement among student sub groups. This year, she guided the staff in an exploration of the International Baccalaureate Middle Years Program, resulting in a staff decision to adopt the program. She has worked with the Western staff to create a comprehensive approach to increasing academic achievement and improving the social-emotional learning experience for all students. This plan resulted in an increase in student engagement and achievement, an increase in participation in extra-curricular activities, and a dramatic reduction in disciplinary issues. She has been instrumental in developing and implementing numerous classes and programs designed to address the specific needs of students; including a collaboratively taught ESL/Reading English class, a “Structured Reading” support class, Peer Mentoring and Mediation programs, a Student Council, and an Advisory program.

In addition to her outstanding contributions to the school, Dr. Gross works at the District level to support improvement efforts as Lead Principal training and advising first, second and third year Principals; as a member of the District Data Team developing the Strategic Improvement Plan for the District; and as a Tri-Chair of the Vision Implementation Team ensuring that the Vision of the Graduate becomes a reality. Under her leadership, Western Middle School has been the recipient of the CAS Exemplary School Climate Award, the Governor’s Summer Reading Challenge Award in 2007 and in 2008, and the Connecticut Challenge to Educational Citizenship Award.

More About Stacy Gross

An educator for 24 years, Dr. Gross joined the Greenwich Public Schools in 1992 as a Special Education teacher, was the first Housemaster for Greenwich High School’s Cantor House from 2003 to 2006, and has been Principal of Western Middle School since 2006. She is also Lead Principal for the District working under the guidance of the Deputy Superintendent to support first, second and third year principals.

As Principal of Western for the last three years, Dr. Gross has implemented a structure for data driven decision-making that has yielded improvement in achievement for students, in both the academic and social-emotional arenas. In addition, Dr. Gross is actively involved in a number of District-wide initiatives and planning committees. She is Tri-Chair for the District's committee for the follow up work on the secondary schools review, making the Vision of the Graduate a reality. She is a member of the District's Data Team, the group charged with developing and implementing the District's Strategic Improvement Plan. Dr. Gross is also a member of the joint School District and Town Health Department's H1N1 flu Task Force.

Dr. Gross is credited with opening the high school’s ‘Fifth House’ in 2003 as its first Housemaster. She was responsible for managing the budget process, recruiting staff, implementing policies, procedures and services, and initiating the Peer Tutoring/Mentoring Program in the new House. She facilitated the introduction of Professional Learning Communities at the high school and was actively involved in numerous school committees, serving as Chair for the Senior Internship Program, the Staff Development Committee, and the School Crisis Team. She participated on the high school’s New Teacher Orientation Committee, the NEASC Steering and Visitation Committees and the Ninth Grade Transition Committee. Additionally, she participated on multiple district-wide committees including the Closing the Achievement Gap Design Team, the Administrative Redesign Team and the International Baccalaureate Committee.

Dr. Gross began her career in education in 1986 as a teacher for the These Our Treasures Preschool in Bronx, N. Y. In 1987, she moved to The Hallen Center for Education in Mamaroneck, N.Y., a comprehensive special education school. From 1989 to 1992, she was a middle school educator for the Southern Westchester Board of Cooperative Services in Rye Brook, N.Y. at the Ardsley Middle School.

Dr. Gross received her Bachelor of Arts Degree in 1986 with a Major in Psychology, from Fordham University at Lincoln Center, New York City, NY. She received her Master of Science Degree in Special Education in 1989; her Professional Diploma in Administration and Supervision in 1998; and her Doctor of Education/Executive Leadership in 2008 from Fordham University, Graduate School of Education, Tarrytown, New York.

The leader of an academically struggling middle school has been named the state's top middle school principal this year for her efforts to boost achievement over the past four years.


Western Middle School Principal Stacey Gross has been named the 2010 Connecticut Middle School Principal of the Year by the educational nonprofit group Connecticut Association of Schools, school officials said Monday.


"I am thrilled for her," said Western PTA President Celia Fernandez. "If anyone deserves it, it's Stacey."


The accolade puts Gross in the running for the 2011 National Middle School Principal of the Year award.....

....."Greenwich is a very nice area, but it certainly has its challenges, and many are in that (school)," said Packtor, who also said the panel recognized Gross for her efforts to use "best practices" from other schools......

....Long the lowest performer among these three middle schools, Western has made big gains on state achievement in math, reading and writing since Gross took over in 2006. Attendance has also increased, while behavioral infractions have declined under her watch.....

....If chosen as a finalist for the national middle-school principal award, given by the National Association of Secondary School Principals, Gross could receive $2,500 to spend on school programs.


Gross will be honored for the state award at several events this fall.....
