The Greenwich Police Department And The Town Of Greenwich Have Been Over Charging And Harassing Stephen Whitaker For Years .... Greenwich man acquitted of disorderly charge Greenwich Time Stephen Whitaker, 51, was charged with disorderly conduct on July 2, 2009, several days after police responded to a report of a man harassing a customer inside a CVS store on Greenwich Avenue. After interviewing Whitaker and the accuser, police obtained a warrant for Whitaker's arrest. However, Whitaker argued in court documents that he was using his right to free speech by telling the man, who works at a business in town, that he should not park in the handicap spot unless he was handicapped..... ....A six-member jury deliberated for several hours during Monday afternoon and Tuesday morning before rendering the not-guilty verdict.... ....Whitaker was also charged in February with disorderly conduct after he repeatedly asked a man to pick up trash outside the library, telling the man he was littering.... ...Whitaker was never convicted of that disorderly conduct charge, according to court records....
