The old and the new -- traditional cab drivers and the technology-driven Uber -- clashed Monday over whether ride sharing companies should be licensed and regulated the same as taxi and livery companies. "These gypsies are low-balling the prices," said Ernie Paglieri , a driver with the Greenwich Taxi Inc., referring to Uber, which offers rides through a smart app downloaded to smart phones.
