Greenwich Police say a resident of a first-floor apartment perturbed by his upstairs neighbors' partying and noise was arrested after he threatened the neighbors with a Taser, a knife and a golf club just after midnight Saturday. According to police, residents of a second-floor apartment of a Hamilton Avenue house were hosting a party that was too boisterous for the liking of first-floor tenant Waiyat Hamdani, 22, of 307 Hamilton Ave. at about midnight Sept.
