08/22/11 Greenwich Police Blotter: Greenwich Man Arrested For Alleged Handgun Discharge

Greenwich police used a Taser to subdue a 49-year-old man after he allegedly discharged a handgun into a wooded area behind a home in northwest Greenwich this afternoon.

Police responded to a report of shots fired in the area of 68 Cutler Road near the state line with New York at 2:25 p.m. and met the homeowner's son, Thomas Belluci, at the residence, according to police.

Mr. Belluci allegedly told the Greenwich police that he had not heard shots fired nor had he discharged a firearm. Police said Mr. Belluci allowed officers into the home, where they performed a visual search.

Police say while they checked the residence, Mr. Belluci went into a bedroom and slammed the door shut.

He was then ordered to exit the bedroom but did not comply, according to police reports.

Upon opening the bedroom door, police said they observed Mr. Belluci "bending over several long gun cases," according to police. Police then ordered Mr. Belluci out of the bedroom.

When questioned further, police say Mr.Belluci told them he had discharged a handgun into a wooded area at the rear of the home while standing in the kitchen, police said.

Police reports say Mr. Belluci was uncooperative in providing further details as to where the handgun was located, according to police.

Police placed Mr. Belluci under arrest, and say when they attempted to handcuff Mr. Belluci allegedly resisted and attempted to pull away.

Police say a struggle ensued and police used a Taser to bring Mr, Bellici under control.

Police later located a handgun and secured it as evidence.

Mr. Belluci was charged with unlawful discharge of a firearm, interfering with an officer, second-degree breach of peace and first-degree reckless endangerment. He was unable to post $10,000 bond and held in custody.

Mr. Belluci is scheduled to appear in state Superior Court in Stamford on Aug. 29.

08/22/11 Greenwich Man With Outstanding Warrants Robs And Assaults Woman In Norwalk

A Greenwich man wanted on two active warrants was arrested Sunday after a passing motorist called 911 to report the apparent assault of a woman near Norwalk City Hall, police said.

The witness called police shortly after 5 p.m. after she saw a man strike a woman on Sunset Hill and steal her purse, police said.

The motorist pulled over to consult the shaken victim, who told police that her ex-boyfriend’s brother — later identified as Mark Pelazza, 22, of 1 Seitz Lane, Cos Cob — had grabbed her and taken cash from her purse over an argument involving owed money, police said.

Norwalk police quickly responded to the scene and arrested Pelazza near City Hall. He was charged with second-degree breach of peace and held on $2,000 bond.

Court records show Pelazza is wanted out of Greenwich for violating a special condition of his probation that requires he undergo substance abuse evaluation and treatment.

Pelazza was arrested in April after his mother called police to report that her son had thrown a bottle of handle sanitizer at her face after she refused to let him borrow money so that he could treat his girlfriend to dinner, court documents show.

A Norwalk Superior Court judge on Monday ordered Pelazza be held on $100,000 bond and transferred the case to the Part A docket in Stamford, where more series matters are handled.

Former Rep. Christopher Shays (R-CT), who was defeated for re-election in the 2008 Democratic wave after 21 years in office, has announced that he will run for Senate in 2012, to succeed retiring Democratic-aligned independent Sen. Joe Lieberman.

As the Greenwich Time "Exclusively" reports, Shays moved to Maryland soon after his 2008 defeat. A check of the voter rolls show that he was re-registered as a Connecticut voter just this past Friday in Bridgeport, where he and wife bought a condominium last year when he was considering a run for governor.

Roll Call reported earlier this month that Shays was preparing to run and already was interviewing staff and consultants for his campaign.

Former U.S. Rep. Christopher Shays, R-4th, will seek the Republican nomination for the 2012 U.S. Senate election, sources close to the former Fairfield County lawmaker confirmed Friday.

He is likely to be in a primary fight with Linda McMahon, who was the GOP candidate for U.S. Senate in 2010 when she lost to Democrat Richard Blumenthal despite spending $50 million of her own funds for a primary and the general election.

Sources close to McMahon, the former World Wrestling Entertainment executive, Friday said there is no doubt she will give it another try now that U.S. Sen. Joseph I. Lieberman, I-Conn. is not seeking re-election.

McMahon also told The Associated Press she’s “leaning strongly” toward getting into the race and will make a final decision within the next six weeks.

Shays moved to Maryland after losing his congressional seat in the 4th District to Democrat Jim Himes in 2009, but he and his wife bought a condominium in Bridgeport last year.

"Betsi and I excited to be back in Connecticut," Shays, told the paper. "These are all the steps that I am taking so that I can have the opportunity to run for Senate. I hope to be on the ballot next November."

A moderate Republican, Shays was a main sponsor of campaign finance reform legislation in the early 2000s. He only narrowly won re-election in the Democratic wave of 2006, with the debate centering around his strong support for the Iraq War, and then was narrowly defeated in the second Democratic wave of 2008.

Shays will likely face a primary against former World Wrestling Entertainment CEO Linda McMahon, who was the unsuccessful Republican nominee in the 2010 Senate race, and has been eyeing the 2012 contest. On the other side, the Democratic primary is currently between former Connecticut Secretary of State Susan Bysiewicz, Rep. Chris Murphy, and state Rep. William Tong.

Shays will likely face an uphill battle against former Worldwide Wrestling Entertainment CEO Linda McMahon in the Republican primary. McMahon spent $50 million of her own money on her 2010 Senate bid, but lost to now-Sen. Richard Blumenthal (D-Conn.).

Water main repairs underway

The 29-day repair project to fix the water main in the Glenville area began Monday.


....Traffic was flowing smoothly through the intersection of Glenville and Riversville roads Monday morning as Aquarion Water Co. began a 29-day repair project after water main breaks in late July and early August closed the intersection, rattled nerves and cut water to local businesses and residences.

Two-way traffic on Riversville Road -- originally planned to be simultaneous on the northbound lane while repairs are done on the closed southbound side -- will be limited to alternating one-way traffic coordinated by police officers, town officials said.
"We determined that there will not be enough lane width in the northbound lane to maintain simultaneous two-way traffic," Melissa Evans, the town's traffic operations coordinator, said in an email Monday. "Two-way traffic will still be allowed but the delays will be longer."....

....The project team will continue its coordination with the Board of Education to keep school bus traffic moving smoothly, town officials have said.

Work is expected in the area from 7 a.m. to 5 or 6 p.m. each day for the duration of the estimated 29-day project.

    Temporary downtown fire station: Project clears first hurdle with selectmen's OK

    A plan to build a temporary fire station in the Horseneck commuter parking lot that would serve the downtown during construction of a new headquarters has cleared its first hurdle, with the Board of Selectmen giving its blessing to the $1 million project.

    Plans call for the town to put up two buildings on the western portion of the lot near Horseneck Lane and Shore Road to house an engine company while a new central station is built at Havemeyer Place......

    ....About 47 of the lot's 350 commuter spaces would be lost to the temporary structures under the proposal, which needs approval from the Connecticut Department of Transportation because one building's footprint touches a state right-of-way next to Interstate 95.

    "Where are people going to park?" Selectman Drew Marzullo said.....

    ....Despite an appeal from preservationists to save the Art Deco-era building, town officials have recommended that the current fire station be torn down and replaced with a new structure. They say the costs of renovating the building far outweigh the benefits, with the price tag of a code-compliant new facility estimated at $20.5 million, compared to $28.9 million if the town were to go the preservation route.

  • Hearings on rail and bus hikes Tuesday

    CTTransit riders in Stamford would see the discontinuation of the Bulls Head...

    Stamford will host a public hearing Tuesday on proposals to hike rail fares 16.4 percent, cut CTTransit bus service and add a dime to the cost of a bus ride. Opponents said Monday they were hopeful a slate of givebacks by state workers will halt the plans.

    Connecticut Rail Commuter Council Chairman Jim Cameron said train and bus riders need to turn up to a hearing in Stamford from 4 p.m. to 6 p.m. and 7 p.m. to 9 p.m. at the University of Connecticut Stamford on Broad Street and Washington Boulevard......

    ...Based on Metro-North Railroad's mileage-based formula for determining fares, the 16.4 percent fare increase would make travel from Connecticut New Haven line stations 3 percent more expensive than from New York hubs, according to Daniel O'Connell, director of operations, planning, and analysis for Metro-North Railroad.....

BREAKING NEWS UPDATE FROM
GREENWICH ROUNDUP:

According to an announcement posted on the Greenwich Public Schools website, "Football: practice will begin for all football players on Monday, August 22 from 5:30 to 7:30 in Cardinal Stadium - all players must park on Hillside Road and enter the high school through the front entrance."

Since mid-July, all athletic fields have been closed since the discovery that some of the dirt excavated at the rear of the Hillside Road school contained PCBs and other toxins. The site is part of the construction site for the $28 million MISA (Music Instructional Space and Auditorium) project. Work has continued at the south end of the campus where classroom space will be added.

Work to remove more than 3,100 tons of contaminated dirt piled up behind the current auditorium and in the parking lot, began late last week. On Aug. 4, the Board of Estimate and Taxation released $1.3 million for the cleanup.

On Thursday, a line of large dump trucks waited to be filled with the material from area that remains fenced off and off-limits. One driver said he was told the dirt was being taken to a facility in upstate New York but he did not have additional information. School officials are hoping to be able to clean up and have available for parking for staff when teacher orientation begins Aug. 29.

Because of the lack of parking, seniors who usually have on-campus parking privileges will not be allowed to commute in their own vehicles. Parking in the rear lot as well as in front of the school along Hillside Road will be restricted - for staff only.

Meanwhile, school officials are calculating how many additional school buses will be needed to accommodate the anticipated influx of riders.

MORE BAD NEWS FOR HILLSIDE ROAD

Also scheduled to begin Monday were tryouts for the school's water polo teams. According to the website, those athletes also are ordered to park on Hillside Road on Monday and enter the school through the main entrance.

"As conditions continue to change, we appreciate your patience while we make every attempt to provide our teams with the best possible facilities. Please continue to check this site for daily updates," officials said in the announcement.

08/22/11 Greenwich Man charged under Leandra's Law

The Greenwich chairman and CEO of Robert K. Futterman and Associates was arrested and charged with aggravated driving while intoxicated under Leandra's Law after being stopped in Bridgehampton Saturday night with four children under the age of 16 in his vehicle, police said.

Leandra's Law (Child Passenger Protection Act) is a New York State law making it an automatic felony on the first offense to drive drunk with a person age 15 or younger inside the vehicle, and setting the blood alcohol content, or BAC, at 0.08. The bill was unanimously passed by the New York State Assembly and the New York State Senate and then signed into law by Gov. David Paterson on November 18, 2009.

The law is named after Leandra Rosado, an 11 year old girl, was killed on the Henry Hudson Parkway in New York City on October 11, 2009 when her friend's mother, Carmen Huertas, flipped the car they were in while allegedly under the influence of alcohol. Six other children were also injured during the incident.

Robert Futterman, 52, who is one of the most prominent and powerful names in Manhattan Greenwich retail leasing, also was charged with four counts of endangering the welfare of a child and aggravated unlicensed operation of a motor vehicle.


Robert K. Futterman & Associates, is the largest independent retail agency in New York.

The Port Authority of New York and New Jersey has hired Futterman to serve as a consultant on the estimated 500,000-square-feet of retail space planned for the new World Trade Center; that he was chosen to consult on the project suggests Futterman might also get to lease the space once it's actually complete. He's looking to expand his business overseas these days, too, particularly to construction-crazed Dubai.

Although his company started out tiny, it's grown considerably and now boasts 75 brokers in its New York office alone, with a growing presence in the Los Angeles, Las Vegas, San Francisco, and Miami markets. His main competitors are Jeff Winick's Winick Realty Group and Bruce Sinder's Sinvin realty, as well as the retail brokerages at conglomerates CBRE, Cushman and Wakefield, Newmark Knight Frank, and Prudential Douglas Elliman, which is run by Faith Hope Consolo.

When a national chain is looking for primo New York real estate to sell their wares, Futterman is often one of the first people they call. His firm has repped Diesel, Barnes & Noble, Sephora, H&M, the Gap, Trader Joe's, Bed Bath & Beyond, and French Connection.

Plenty of big developers have tapped Futterman to fill their storefronts, too: Over the years, Futterman has hunted down tenants for the likes of Gary Barnett, Edward Minskoff, Paul Milstein, Steve Witkoff, Harry Macklowe, Steve Roth, Joseph Sitt, Jerry Speyer, Aby Rosen, Louis Dubin, and Bruce Ratner.

His standout deals include leasing all the retail space at the renovated Grand Central Station and brokering the deal to place Apple in its glass-cubed flagship store on Fifth Avenue. But his biggest project in recent years was leasing all 347,000-square-feet of retail space at the Time Warner Center, bringing in tenants like Williams Sonoma, Hugo Boss, and Whole Foods on behalf of co-developers Stephen Ross and Bill Mack.

These days, Futterman's busy working on behalf of Miki Naftali and Elad to lease the 160,000 square feet of retail space in the renovated Plaza Hotel.

Robert Futterman, the chairman and CEO of Robert K. Futterman & Associates, was divorced, he was featured in a 2006 magazine piece celebrating the new freedom recent divorcés had to decorate their own places.

And Futterman did indeed explore his true colors. He showed off a purple, or eggplant-colored, living room in his Greenwich, Conn., home, where a black pool table was paired with a photograph of a Chinese man in a tub surrounded by women.

A similar sense of liberation pervades the retail real estate broker's newer apartment in the Porter House, a West 15th Street condominium in the Meatpacking District.

The three-bedroom, three-bath condo — which, according to the property deed, Futterman purchased from Us Weekly editor Janice Min for $3.15 million in 2005 — is where he rests his head on Mondays, Tuesdays and Wednesdays, when he is not staying in Greenwich.

Before he founded RKF in 1998 at the age of 39, Futterman worked at Garrick-Aug Associates.

Currently RKF has 107 employees and four offices nationwide.

Since he started his real estate career, Futterman says he has completed more than $3 billion worth of leasing transactions. His Manhattan space is filled with dramatic artwork, the rewards of that successful career. He converted one of the bedrooms in the apartment, where dark blue and black colors predominate, into a home office where he has hung a large, realistic painting depicting a nude woman.

In the living room, a statue of a group of street thugs with death's heads for faces is made of fiberglass and tinted dark purple with auto-body paint. Futterman said he even briefly considered buying a Damien Hirst skull. "At the time, I thought I was going to buy one," he said with a laugh. "Then I thought, a single guy living in Chelsea with a skull — isn't that a little bit too much?"

Futterman, 51, seems to have struck a balance between the freewheeling and the functional in his "crash pad," which is 2,271 square feet, and has a bedroom shared by his two sons, Jesse, 15, and Kevin, 13.

Mr. Futterman, whose GAP-inspired signs have come to dominate Manhattan storefronts over the past 15 years (and are now also cropping up across Los Angeles and Las Vegas) from Time Warner Center to Grand Central Station to the Plaza Hotel—even the abandoned and notoriously rat-infested KFC-Taco Bell space in Greenwich Village.

Futterman has increased the company's presence in Westchester County and Connecticut. His landlord representation work includes securing new leases in Greenwich, CT with Greenwich Running Company and Sephora at 2 Greenwich Avenue and 75 Greenwich Avenue, respectively.

Robert Futterman, founder, chairman and CEO of Robert K. Futterman & Associates, was charged with driving while intoxicated in Bridgehampton Saturday night, Newsday reported. The crime is classified as a felony under a law passed in New York State that imposes tougher sanctions on intoxicated drivers who have children in the car. The police report had Futterman "failing to maintain his travel line" while driving southbound on Sag Harbor Turnpike at 10:27 p.m. Saturday, with four children in the vehicle under the age of 16. In April, Futterman told the The Real Deal that he had two children, ages 18 and 16.Futterman was also charged with four counts of endangering the welfare of a child. It's not the first time high-producing real estate agents have been arrested forDWI on the East End. In 2009 Corcoran Group's Gary DePersia was arrested and charged in Montauk for the crime and last year, his ex-wife, Charlotte DePersia, was charged with drunk driving. Robert K. Futterman, 52, of Greenwich, CT arrested for allegedly driving drunk with kids in car.


The founder and CEO of Manhattan real estate and management firm Robert K. Futterman & Associates was pulled over in Bridgehampton Saturday night and charged with aggravated DWI under Leandra's Law, which elevates a DWI charge to a felony if there is a child passenger in the vehicle.

Southampton Town police said Robert K. Futterman, 52, of Greenwich, CT was driving southbound on Sag Harbor Turnpike when he was stopped at 10:27 p.m. for failing to maintain his travel lane. Police said it was determined he was intoxicated, and there were four children in the vehicle, all younger than 16.

Futterman was additionally charged with four counts of endangering the welfare of a child and a count of aggravated unlicensed operation of a motor vehicle. He was held overnight and arraigned in Southampton Town Justice Court.

A prominent Manhattan real estate broker was charged in Bridgehampton with driving while intoxicated and endangering the welfare of his four passengers, all between 12 and 15, officials said Monday.

Robert K. Futterman, 52, of Greenwich, Conn., was arrested just before 10:30 p.m. Saturday as he drove with the four youngsters on the Sag Harbor Turnpike near Hampton Court, police said.
