Gov. Dannel P. Malloy announced at 7 a.m. Sunday that the Merritt and Wilbur Cross parkways were closed to all traffic, but he conceded that state and local police could not block every entrance to the long, winding highways.

Malloy noted that Interstate 95 between Greenwich and Stonington was not closed, except to tractor trailers that were banned statewide at 7 am.
