Halstead Property announced that 160 real estate brokers in Fairfield County, Connecticut have joined their firm under a newly formed entity, Halstead Connecticut, LLC. These agents were formerly with Country Living Associates, and the five new offices will be under the banner of Halstead Property Country Living. Halstead Property will now have 215 agents working in six Fairfield County towns and company-wide, a total of 18 offices in three states with more than 900 agents.

A Riverside woman was arrested Monday and charged with leaving her 4-week-old baby in a hot car while running an errand at a bank on Greenwich Avenue, police said.

Gina Barrit, of Old Kings Highway, was charged with leaving a child unattended in a vehicle after police, firefighters and Greenwich Emergency Medical Services personnel arrived at about 3 p.m. to find the baby crying inside the locked car. The baby was unharmed.

Lt. Mark Kordick said the front windows of the Lexus were closed and the back windows were only cracked an inch......

....The incident prompted a crowd of onlookers to gather as an ambulance arrived to check the baby's vital signs. As police investigated, Kordick could be heard telling the officers "we're going to lock her up."

Police opted to allow the woman to walk her baby down the block to the station where she was later booked on the misdemeanor charge.

Barrit had not been released as of 6 p.m. Monday because police had not finished processing her, they said.

The Greenwich Chapter of Room
to Read is presenting “Rally for Reading”, the first in a series
of authors’ breakfasts on June 16th at Greenwich Country
Day School.

Patricia McCormick, who wrote Sold, is the first
author to be featured. McCormick spent a month in India and Nepal tracing
the steps of a girl from a poor isolated village in the foothills of
the Himalayas to the red-light district of Calcutta. Sold was
a National Book Award finalist and earned the Quill Award and Booklist
Editor’s Choice Award. The breakfast will start at 8:30am and tickets
are $25 each. To purchase tickets or for more information please contact

Room to Read, a non-profit
organization based in San Francisco builds schools, libraries, and computer
labs, funds girls’ scholarships and publishes local language children’s

books, and funded more than 6,817 long-term girls’ scholarships in
developing countries such as Laos, Cambodia, Vietnam, Sri Lanka, Nepal,
India, Bangladesh, Zambia and South Africa.

THE bitter divorce between supermodel Stephanie Seymour, 39, and her 62-year-old polo-playing husband, Peter Brant, has become a real-life "War of the Roses."

Police were called twice to the couple's estate in Greenwich, Conn., Thursday night after Seymour was allegedly shoved into a door by one of Brant's bodyguards, the Greenwich Time reported.
"This is not the first time we've been out there," said Lt. Richard Cochran.
Several patrol cars arrived at the estate after Seymour's assistant called 911 at around 6 p.m. and said she heard "banging and screaming." The guard, Joseph Babnik, tried to block Seymour, 39, who is living in the guest house, from entering the main house, police said Friday.
Babnik told police he did not touch Seymour, and fell into the door while attempting to block her from entering. But Babnik was charged with disorderly conduct.
Several hours later, police were called to the house again after a verbal altercation between Seymour and another security guard.

Police were called last month after the windshield of a car on the property was smashed with a baseball bat, The Stamford Advocate reports.
Seymour's lawyer, Mark Sherman, told The Advocate: "The situation has escalated to a point where Ms. Seymour is gravely concerned for her and her children's safety." Seymour and Brant have three kids, ages 4, 12 and 15.
"The scare and surveillance tactics going on here are dangerous and flagrantly criminal," the attorney added. "What's next? Bodyguards for his bodyguards?"
"Peter Brant was 3,000 miles away in Europe at the time of this incident," said his spokesman, Howard Rubenstein. "He knew nothing about it and was not involved in anyway."

AT GREENWICH HIGH SCHOOL


(For immediate release: Monday, June 8, 2009 – Greenwich, CT)

Superintendent of Schools, Dr. Betty J. Sternberg, has appointed Mr. Christopher S. Winters as Interim Headmaster at Greenwich High School, effective July 1, 2009.

Dr. Sternberg said, “Chris is a valued colleague, administrator and educator. His experience as a Housemaster at the high school, as an administrator in the District for 10 years, as an educator for almost 20 years, and as a Greenwich High School graduate, provides a solid foundation for leading the high school through this transition. In addition, Chris’ continuing leadership on the Secondary Schools Review Committee is an ideal bridge for guiding the high school community through further development of the Vision of the Graduate and how best to achieve that vision.”

As he will be responsible for overseeing the search for a permanent headmaster/mistress, Dr. Sidney Freund, incoming Superintendent of Schools, was consulted on this decision and is in full support of Mr. Winters’ appointment.

In his current position as Director for Curriculum, Instruction & Professional Learning (CIPL), Mr. Winters has been instrumental in leading the District through a number of priority initiatives for improvement. As Co-chairman of the Secondary Schools Review Committee, he has led a cross-role group of educators, students, parents and members of the community in developing the Vision of the Graduate – a description of the attributes that every student will need in order to be successful in college and/or the world of work.

He has also played a major role on the District Data Team in developing the Improvement Plan for the Greenwich Public Schools. This plan sets District goals, and develops strategies for improved academic achievement and for attaining the Vision of the Graduate.

Mr. Winters worked with the Board of Education to update their policy for curriculum and program review. He is currently working with curriculum coordinators in Media, Science and World Languages in review of their programs.

Additionally, Mr. Winters initiated the Transdisciplinary Unit Committee charged with developing units of instruction that establish clear connections between and among subjects.

Mr. Winters has also formalized curriculum reporting to the Board of Education, guiding curriculum coordinators in creating comprehensive yet, succinct reports that are useful to the Board and to the staff for monitoring progress in each curriculum area. Finally, in collaboration with other District administrators and a committee of teachers, Mr. Winters is working to increase collaboration time for teachers as an integral component of the GPS Professional Learning Program.

The District will internally post the opening for the Interim Director for Curriculum, Instruction & Professional Learning immediately.

District administration has begun the process of selecting a search firm to recruit nationally for the permanent position of Greenwich High School Headmaster/mistress. The objective is to appoint a permanent leader by February 1, 2010.

However, the District will extend the search and the Interim appointment until July 1, 2010, if necessary.

The search firm will seek input from the staff, students, parents and community in the Fall to assist in developing a leadership profile for the Headmaster/mistress of Greenwich High School. Mr. Winters will be eligible to apply for the position.

CHRISTOPHER S. WINTERS BIO BRIEF



In his current role as Director for Curriculum, Instruction and Professional Learning, since July 2007, Mr. Winters has overall responsibility for all curriculum areas and professional learning. His previous positions with the district include: Coordinator of the English as a Second Language (ESL) Program (1999-2006), Coordinator of the World Language Program (2003-2006) and Folsom Housemaster at Greenwich High School (2006-2007).

Mr. Winters began his career in education in 1990 as an ESL teacher in the Bronx, N.Y at Morris High School, after serving for two years in the Peace Corps in the Republic of Mali, West Africa. In 1998 he moved to Roxbury Elementary School in Stamford, CT, before coming to the Greenwich Public Schools in 1999.

He received his B.A. in Political Science from Middlebury College, Middlebury, VT in 1986; his M.A. in TESOL in 1992 and his M.Ed. in Education in 1997 both from Teachers College, Columbia University, New York, N.Y.; his sixth Year Degree in Administration from Sacred Heart University in Fairfield, CT in 1998; and his Superintendent’s Certification from the University of Connecticut’s Executive Leadership Program in 2005. Mr. Winters is currently working toward a doctorate in education at the University of Connecticut’s Neag School of Education in Storrs, CT.

S.T.E.P. Focus Results May 2009


During the month of May 2009, the Greenwich Police Departmentfocused their efforts on enforcing the seatbelts laws here in Connecticut inconjunction with the Nationwide Click IT or Ticket campaign.


The Greenwich Police Department wrote 428 seatbelt citations duringthe month of May. The citations were written all across the Town, but thefocus of the Traffic Enforcement Unit was Sound Beach Ave. A pre-surveyconducted before the initiative showed a 78% compliance rate. The postsurvey, conducted today, showed a 95 % compliance rate of operatorswearing their seatbelts. The effort is considered a success.


During the month of May 2008 225 motor vehicle accidents were reported on Town roads. For the same period this year, only 177 accidentswere reported, which is a 21% decrease for the month of May.


The Traffic Enforcement Focus for the month of June 2009 will be redlight violations. A large number of crashes seem to be caused by driversdisobeying traffic control signals. Patrol officers and the TrafficEnforcement Unit will be concentrating their efforts all across Town toenforce signal lights. Violations carry a $124 fine.

are the stuff that make e-mail fun and cocktail conversation interesting.

Here in Greenwich, we have our own set of election urban legends ... myths that have been passed down over time as fact. While some of these myths are harmless, others have stopped eminently qualified citizens from running for office. Let's run down some of the most important ...

It's Too Late to Run for Office


False ... Citizens have until ninety days prior to the election to file
any type of petition to be placed on the ballot. Petitions need to be
filed with the Town Clerk by Wednesday, August 12 at 4:00pm.

The Town Charter Says There Can Only Be Six Republicans and Six
Democrats Running for the Board of Estimate & Taxation.


False ... the Town Charter only states that any one political party can
nominate six candidates. (Section 39) If there are more than six
candidates from any one party, a primary would be held. The voters
then select six candidates (from all candidates) at the polls. So, if a
seventh party endorsed candidate met the requirements, a primary would
be held to allow the citizens registered with their respective party to
choose which six candidates would be on the ballot.

The Board of Education Chairman Must Be From the Majority Party.


False ... There is no charter section, state statute, or Town ordinance
that states this. The Chairman of the Board of Education is elected by
the members of the Board.

Only the Political Town Committees Can Endorse Party Candidates


False ... Any registered party member can run as a candidate for their
party. To do so, they must obtain signatures of 5% of registered voters
from their party to be placed on the ballot. (Connecticut General
Statutes §9-204a). There were 8,924 registered Democrats and 13,309
registered Republicans as of June 6, 2009.Petitions are available from
the Town Clerk's office.

Only Candidates from the Political Parties Can Be On the Ballot


False ... Any registered voter can run as an unaffiliated candidate.
This requires only signatures from registered voters of any party in the
Town. The number of signatures required is the lesser of 1% of the
number of voters who voted in the last election (for positions with
multiple candidates), or 7,500 (Connecticut General Statutes §9-453d).
According the Town Clerk's office, approximately 13,250 votes were cast
in the last election for the Boards. That would mean the petition
requirement is only 132 registered voters.

There must Always An Even Split Between Republicans and Democrats On The
Boards


False ... All elected Boards (and most appointed Boards) in Greenwich
must meet the State statute concerning minority representation
(Connecticut General Statutes §9-167a). Both the Board of Education and
the Board of Estimate & Taxation are covered under this statute. This
means the Board of Estimate & Taxation could have nine members from one
party and the Board of Education can have five members from one party
(Connecticut General Statutes §9-167a(a)(1)). However, as I've said, the
Town's charter limits the number of candidates from one political party
for the Board of Estimate and Taxation to six, so effectively the number
of candidates endorsed by any one party is limited.


The citizens of Greenwich will see that past practice has dictated who
is on the ballot for the Board of Education and the Board of Estimate
and Taxation. For example, in the last election, both major political
parties only nominated two (of a possible four) candidates each for the
Board of Education. While this is perfectly acceptable under the
statutes and charter, it has become a pervasive practice that has
perpetuated the myth that we, as citizens, can't have choices beyond
those candidates put forth by our political Town committees.

The authors of our Town charter made sure that no one political party
could have an unassailable majority vote on our finance board, the Board
of Estimate and Taxation. But, as with many things political here in
Greenwich, the unintended consequences of limiting citizen choice for
these extremely important Boards has become "the way things are done."
Both major parties are always seeking out qualified, interested
candidates for these offices, and yet we citizens may miss out on other
qualified candidates that would step up given the knowledge to do so.

The authors of the Declaration of Independence wrote: "That to secure
these rights, governments are instituted among men, deriving their just
powers from the consent of the governed." We, the citizens, are the
governed, and should exercise our rights to choose from those citizens
most qualified for these most important Boards. We citizens have the
ability to provide that choice, and we should.

Better pack that Diet Coke before heading to the Representative Town Meeting Monday night.

The final RTM session before the summer recess, scheduled for 8 p.m. at Central Middle School, is shaping up to be a marathon.


Twenty-three items are on the legislative body's agenda, headlined by a much-anticipated vote on the 2009 Plan of Conservation and Development, the document guiding changes to the overall town.

The RTM is also scheduled to deliberate on three labor contracts, a proposed crackdown on those who fail to register fire and burglar alarms with the town and new restrictions that make it illegal for registered sex offenders to loiter near schools, parks and playgrounds.

"It could be a long night, I tell you," said Joan Caldwell.....
