SITUATION:

Storm recovery efforts continue within the Town of Greenwich. Greenwich assets are focused on ensuring the delivery of emergency services to all areas of the community, restoration of roadways, and recovery of all Town facilities and infrastructure.

There are numerous roadway obstructions throughout the Town, but most are passable. Current road closures include the following: Serenity Lane, Ferncliff Road, Lockwood Lane, Marks Road, Baldwin Farms Drive South, and Baldwin Farms Drive North.

There are currently 2,885 Connecticut Light and Power customers in the Town of Greenwich without electrical service, down from approximate 3,665 at 5:30 p.m. Monday. There are 676,914 customers without power throughout the State, down from the 740,619 customers without power yesterday.

Over 50 Towns across the State of Connecticut have 75% or more of their residents without power. More than half the Towns across Connecticut have 50% or more without power.
Current CL&P priorities are roadway closures due to power lines, restoring power to dense customer areas (i.e. mass density captures), restoration to schools, and waste water systems (i.e. grinder pumps and pump stations).

CL&P crews will be working on and around the following locations: Orchard Street, Lake Avenue, North Street and Lapboard Ridge.

FUTURE OPERATIONS:

The Town is striving to ensure that all roadways will be open by the end of 1 November 2011 (Tuesday). CL&P is currently projecting that 99% of the Town customers will have their power restored by 3 November 2011 (Thursday) at 11:00 PM. CL&P is projecting 100% restoration by the end of the day on 5 November 2011 (Saturday).

PUBLIC INFORMATION POINTS:

CL&P is responsible for the restoration of power and maintenance of the power grid.
The Town of Greenwich does not have any supervisory authority over CL&P. The State of Connecticut Utilities Commission is their governing authority.

The Town operates an Emergency Operations Center (EOC) to coordinate all Greenwich departments and assets in response to storm recovery efforts.

CL&P provides a liaison to the Greenwich Emergency Operations Center (EOC). The Town EOC provides input to CL&P on restoration priorities. Overarching priorities communicated by the Town to CL&P include public safety capabilities, medical treatment facilities, roadway access, assisted living facilities, critical infrastructure (i.e. waste water), and efforts that result in the highest number of restorations.

Remember that if you are using a vehicle or a generator to charge electronic devices, please use these outside. These devices should not be indoors. Having your garage door open is not sufficiently safe.

Carbon monoxide is odorless, tasteless and deadly.

All down wires should be considered “live” and lethal.

As we all work to clean up in the aftermath of the hurricane, please assist the Town by refraining from placing your yard waste and storm debris in the right of way. The Department of Public Works will not remove debris from private property.

For those residents who have found Connecticut Light and Power’s response to be insufficient to the task at hand, complaints can be made to the Public Utility Regulatory Agency (PURA) of the State of Connecticut. PURA complaints may be lodged via toll-free phone at 1 800 382 4586 or on-line at http://www.ct.gov/dpuc/cwp/view.asp?a=3352&q=404030

For additional information please contact Dan Warzoha, Emergency Management
Director at 622 8003 (emoc@greenwichct.org).

11/01/11 EPA/DEEP GHS PCB Testing and Remediation

To: District 7 RTM Members
From: Bill Effros
Subject: EPA/DEEP GHS PCB Testing and Remediation
Date: Nov. 1, 2011

I attended a major environmental conference over the weekend at which I had the opportunity to discuss the GHS MISA PCB situation with national, regional and state EPA and DEEP administrators.

Typical was this response from an adviser to Ms. Lisa P. Jackson, (EPA Administrator, Obama Administration Cabinet Member, Chemical Engineer) who literally laughed when I told him the town has allocated $1.5 million for PCB remediation,

"$1.5 million won't even cover the cost of testing. You will probably have to remove all the fill and test under all of the buildings; or remove all the fill to a depth of 4 feet below the surface, and cap the entire site. The remediation will take years--I can't even begin to estimate the final cost, or whether you will ever be able to use the facility again. That will depend on the results of the testing."

Every EPA/DEEP official I have contacted, at every level, has affirmed the substance of the comment above. All have asked to see the permits Greenwich claims to have, along with test results, supporting documentation, and public notice pursuant to federal, state, and municipal law. All have promised EPA/DEEP will ensure the entire high school site is properly tested and remediated.

I have sent the following FOIA request to town officials and contractors working for BOE and DPW asking for copies of documents EPA and DEEP officials have asked me to forward to them:

GHS PCB Remediation FOIA Request

PCB remediation at Greenwich High School is a Municipal Improvement requiring public notice, agendas, meetings, minutes, votes, permits, site plans, Planning and Zoning Commission and RTM approval, etc.

Please send pdf copies via email of all notices, agendas, meetings, minutes, votes, permits, site plans, contracts, or any other document in your possession regarding PCB remediation at Greenwich High School, along with all notes, email, risk calculations, test results and every other physical record of your involvement.

Copies of these documents in your possession are required within 4 days whether, or not, you consider yourself subject to FOIA requests. If you do not have any GHS PCB Remediation related documents, or if you dispute your obligation to release them, or cannot provide them within 4 days, you must immediately send me an email telling me so. No one else can do this for you.

I currently have a FOIA complaint before the Freedom of Information Commission regarding GHS PCB Remediation documents. I have requested the Commission impose a fine of $1000 per document against the custodian of each, and a Court Order compelling their public release.

My Complaint has been heard by the Commission on an expedited basis. A ruling from the Hearing Officer is expected in November.

Please Respond to:

Bill@Effros.com

Thanking you in advance for your immediate attention to this critical matter concerning the lives and safety of our children and members of our community, I remain,

Respectfully,

Bill Effros
